Yes, this was effectively Power Word: Stop.

Theories:
  • Akane has authority over everything in Japan. (Akane=God-Emperor)
    • Direct wish creation? Or did she wish really good?
    • maybe explains why the magic isn't magical girl magic
    • doesn't explain why Sabrina is resistant
      • Don't tell me we count as a foreigner...!
  • Akane is a witch, and has authority over everything in her Barrier.
    • I kinda feel we would have been able to tell.
  • Akane is a Walpurgisnacht, and has authority over witches.
    • control magical girls via latent witchness/via the witch in their gem

The thing is that "magic, not magical girl magic, not witch magic" really doesn't leave many options.

    • Authority totally unrelated to magical girl shenanigans
    • Explains why her magic is neither recognizable to us as witchy nor to Oriko as magical girly.
    • Have to pull in Sabrina's speculative position as Madokami creation to justify why we'd be resistant
    • She still produces grief to act.
  • => Akane is divinity, created by a wish.
    • Insane karmic cost offset by distributing the load to a group
    • Not a magical girl, not a witch, access to magic, regalia make sense if they're related to her wish.
    • Maybe reduced cost by limiting range.
    • Sabrina's immunity still requires a stretch.

Theory 1 seems odd to me, why would she be relegated to just Tokyo then?
Theory 2 and 3 are almost certainly wrong, we'd feel her witchyness/entire being made of grief if it were true, ans so would everyone else. Which you yourself noted, so yeah.
Theory 4 seems to be the most likely answer.
 
As I see it, our priorities at this point need to be:

#1. The safety of our friends.
- Make sure that this magic going fucky doesn't threaten any of our friends with brain damage.
- This includes the mental safety of Madoka, so we need to check in with the Mitakihara observation group ASAP.

#2. The safety of all other attendees.
- This includes rendering what assistance we can to the Chiyoda group to help untangle this mess of magic without anyone getting hurt, including cleansing.

#3. Keeping the situation stable.
- We don't want a war in Tokyo. We don't want a war anywhere near Tokyo.

I almost want to make this Sabrina's assumption, just for the chaos. Nothing raises Sabrina's ire like the incubators.

These seem a little sideways to me. Apologize for what, if we're only explaining our reaction if pressed? Surely we don't apologize for Megu's brain melting because of something Akane did to us. And I say this as a Canadian.

Do you think that vote would carry us through to the next voting cycle? as in, do you think all the actions in that vote would take up the entire next update?

Because if not, or if we get no response from our friends that are frozen - an event that I find may be entirely likely - then I think at the very least a clip-notes explanation of what the magic is doing might be good.

Please note that I clearly indicated it was a rough draft, for handling de-escalation. I was not presenting it as a whole vote.
 
[X] Hypothesis: The Chiyoda group used Tochimichi's strange non-meguca magic to freeze everyone present in place, either in reaction to Imai dropping an infohazard, Constellation going to war mode, or both. Things went wrong because you were able to resist it somehow.

There are a large number of realities where Constellation ends up thanking them for their handling of this, and more personally, Mami does not know the truth of witches and they have just prevented that being forced on her against her will.

This seems like a very slow and monologue-y way to respond to a crisis where half of the Chiyoda group members are either unconscious or writhing in pain and everything is on the express train to hell. I fully expect the response to this vote to be an exasperated "get on with it!" halfway through the first line. This is crisis time, not talk time.
