First, it isn't lying about its name. People call it Kyubey so it's a name in that sense, and Kyubey is short for Incubator so it's a name in that sense.

Eh. I can see where you're coming from, we know Kyubey likes to keep everyone isolated and vulnerable, but even if Kyubey weren't malevolent it would make perfect sense for a taboo against asking people for their wishes or sharing a wish without permission to develop. Enough wishes are super personal, either just by themselves or because of the circumstances surrounding them, that I don't think meguca social norms could've been anything but avoiding the potential landmine.
As far as I can tell that's already not a thing. There doesn't seem to be a taboo against sharing your own wish, just sharing and requesting others' wishes, and that makes perfect sense when some wishes are like Mami's or Kyoko's or Kazumi's or Homura's or Niko's or canon Sayaka's or Nagisa's or Oriko's or presumably Ono's.
I think it's just humans being humans. Sure, Kyubey approves, but do we really expect him not to?

To make an analogy, we are the congo and QB is the lowest level of the belgian colonial system. In this analogy Iowa is a competing tribe and Wally is an oil spill. We don't know what force the incubators can bring to bear, or any of the incubator's competitors. There's always a bigger fish.

Building a moon base isn't actually all that hard. Building a moon base on a razor thin mass budget is, but we don't need to worry about that. Any japanese manned space ambitions would be back burner at best, who we really need are submarine designers.
