"OK, you know what?" you say, sitting up straight in your chair and holding up both hands. "No, I can't leave it at that. What do you mean with the Soul stealing and making examples thing? I'm... I can't fault your actions past, but I'd like to know."
"Judge all y' want," Rionna says, shrugging. She caps her flask and sets it aside. "What's done is done is done. I can take Souls. Magical girl, normal people. Leaves 'em brain-dead, and..." She straightens and holds a hand out to the side, as if to take someone's hand.

"So your field blocks my magic out, too," she says, frowning. She looks faintly disturbed.

"I control their Souls as shades, allowing me to use their powers," she says, and smiles, razor sharp and satisfied. "Don't worry, I only do it to those who would deserve it. As for makin' examples... there's a shade or two here and there who're obliged to give warnings, now and always."
She lobotomizes people -or worse- and uses their Souls as puppets. As slaves.
You want to work with her. Heck, she's even reasonable for the most part, if lacking in social graces. But this... You had thought you could let it slide. Ask her to do better in the future, offer her an alternative and ask her to work with you towards de-Witching.

Better than Witchification. Rionna is Mortal. Presumably all the shades go free when she dies(Edit: Realized this isn't the case). And if they're sleepwalking they aren't really suffering. She also restricts her target selection. What she does is unsettling but on an ethical scale not worthy of serious concern. Mid-tier or minor concern maybe, but not serious.

Leaving her to keep doing what she's doing isn't acceptable, especially given that given her stated goals of getting freedom from grief, she's going to want to claim a Clear Seed.

-[]One of my research holy grails is dewitchification. What you do is still better than witchification. The other is finding a means of replicating my power on a large enough scale to make grief seeds obsolete. Would you like to join me?
We have a least decent reason to suspect that her target selection is not as discriminate as she's portraying it, considering she likely desouled an uncontracted Sayaka in one possible future (to gain information? Sayaka secretly an angel? Feathers mislead her is the most charitable...).
More pressingly, what's the best path for her to release the souls she has trapped permanently, and not use her power in the future? We could call Homura in, but Rionna's power is such that we can't risk merely gemming her. If she learned to still use her power gemmed, well, it's just too risky.
So, it's down to if we should try to work with her and make sure she never has a reason to actively use her power again, with the aim of changing world conditions to convince her to release the souls she's captured for the sake of rescuing the girls currently trapped as witches, or kill her to free the souls she's currently enslaved and prevent future uses of her power.
I think as circumstances are, we're not in a position to kill her (we need more information on souls for dewitching) and I think stringing her along to get that information for our dewitching efforts while planning on killing her shortly afterwards is worse than aiming to convince her to not to use her powers as a weapon ever again (fastest sell would be the practical effects on diplomacy. Her own blunt nature would help for us to convince her to stay away from "the front lines" so to speak, since she's hilariously undiplomatic), not to mention stupidly dangerous.
tl;dr Short term concessions should be keeping her off the frontline and a promise to not desoul people, with a long term aim of proving Sabrina has changed conditions enough that holding onto her shades in unnecessary.

We can judge her from our moral standards and decide upon appropriation of such punishment n the first place.
What we can't do is proclaiming "THIS IS NOT OKAY" in capital letters and going Old Testament on her ass. We are not a God. Even if we are Madokami's actual big "A" Apostle, I don't think we actually have the authority.
However, as people have realized with time and a lot of trial and error, there also exists a way to regulate human behavior not dependent upon divine authority.
Civil authority, or authority of the people, the people in question being Megucas. There are very many problems with that, Megucas being who they are, specifically prepubescent teenage girls who don't have much in the way of experience or cool-headedness in their majority.
But I feel that saying attributed to Churchill about democracy being the worst type of government conceived by humanity, but is still better than anything else, applies here as well.
TL;DR: Do not judge her. We cannot in good conscience do that without a legal apparatus. If we wish her to stop, and I do, don't misunderstand me, ask her to stop and provide reasons and incentives to follow your recommendation.
P.S. "Whacking you on your head if you don't" is a reason, I guess, but I'm not really sure it will be sufficient.
Define "redeemed". We don't need her to feel deep regret about her actions, we just need her to stop. People have offered us more for infinite cleansing.
