If we have Homu and Sayaka come over in timestop to explain all the meta things, what do we do afterwards?
Let them pop out of thin air in front of the Pleiades? Have them wait on the roof?

That's the problem. Sabrina can't contain all clear seeds incidents on her own and doing so continue's to strain our ever increasingly valuable time. And we can't continue to impose on Homura. Girls are going to get their hands on magical nukes with us little to no way to actually respond to it.
So what exactly is the plan for dealing with the clear seed thief, assuming we find her?
For the first part, the Empty Seed thievery should be dampered more by Nadia spreading out the word that the things are
free, than by us trying to police everything, all the time.
Kicking thieves' asses should serve more as an example than anything else. It should discourage some future would be thieves; specially once word is out that they
can just ask.
I'll say rehashing everything we know about Asunaro
will have an effect on Homura; put pressure on her to either come with us, or let us take Kirika. I agree that we shouldn't impose on Homura, so I'm somewhat iffy about holding a timestop council at all, actually.
Like, alternative? Just ask for volunteers, pick up whoever wants to go, and go. I might just vote for that because I'm sure there's plenty of support for the timestop plan.
... About the thief, I guess the plan is to find her, have her return the Seed, and give her a new Seed if she promises to be good? There's not much else to do. We might have to fight her, but if we can talk things out, that'd be optimal.
