Honestly, assuming she's still in the Industrial District seems hopelessly naive. She's not from Mitakihara originally at all, remember? Combine her traveling with her hiding based power, and my theory is that she's running from something. Maybe parental abuse?

In any case, I don't think Mitakihara was her planned final stop - just the place that in most timelines, her luck runs out.
 
If you're looking for people, go for backscatter gamma. We have the technology for effectively infinite detector contrast ratios. A meter of dense concrete attenuates gamma down to .01 original intensity, which means we can probably get a good image using a fully human-safe pulse through, eh, four or six meters of concrete. We can produce a collimated - even coherent - source, which pushes our range way out. I'm not even sure it'd be hax, based on what Firn said about the nanomechanical cantilever array. Could be a pure-physics construction.

We can do a non-physics based scan, but it'll have a 100m limit, same as all the rest. Barring the very small chance that she's around the corner of where her phone broke like a week ago, the best we'd find is... well, the phone itself. We could have Ms Pixels pry it open to reconstruct her message history, I suppose, but that wouldn't happen tonight.

Miss Pixels hax can probably overcome that, but I don't think we can.

Exactly the opposite, in fact. They key measurement is absorbed energy. To get a certain quality of image, you need some amount of energy to arrive to be reflected enough that we can see it. With a broad source, your intensity drops with the square of the range, so to go twice as far you have to put out four times as much energy, which is super dangerous for people nearby. However, with a coherent source, the energy doesn't spread out, so the energy you need at the target is the same energy you put out and nobody's in danger anywhere.

That's pretty much exactly it, yes. If we combine time-of-flight (fire pulse, wait for pulse to return, like with sonar) with computed tomography (take images from multiple angles and do a reconstruction) we can probably get a ridiculously accurate scan of the surrounding area.

Not any kind. Absence of data is presence of absence is data.
I'd expect a full-spectrum EM cloak to be conceptual in nature. Kind of annoying that we don't have Sayaka here to test on.
