No, I mean, air is a shitty medium for sonar. We'd be lucky to get a 100m range through unobstructed air - 1 km through buildings, with urban noise, just isn't feasible. Any info would be massively drowned out by the noise - it's not really a question of power.

If you're looking for people, go for backscatter gamma. We have the technology for effectively infinite detector contrast ratios. A meter of dense concrete attenuates gamma down to .01 original intensity, which means we can probably get a good image using a fully human-safe pulse through, eh, four or six meters of concrete. I'm not even sure it'd be hax, based on what Firn said about the nanomechanical cantilever array. Could be a pure-physics construction.

With a broad source, your intensity drops with the square of the range, so to go twice as far you have to put out four times as much energy, which is super dangerous for people nearby.
