Actually the Okuu he is talking about is a Touhou character which has the ability to manipulate nuclear fusion.
manipulate nuclear fusion
...
I'm guessing there are some limitations in place that prevent her from just hitting her enemies in the face with consecutive thermonuclear detonations, or that Touhou's rules make that strategy less effective than it would be IRL? Because in real life, there are few powers that have more destructive potential than that.

If you have fine enough control over it (can manipulate subatomic particles via in a predictable manner), Telekinesis is one of those powers.

Simply because Nuclear Fusion is one of the countless things that can be replicated via appropriate application of Telekinesis.

Pure telekinesis is a power for which Control is far more bullshit than Power :V

I've never played Touhou, but from what I've been able to gather, dropping a sun on someone's face is not too far up on the local powerlevel scale.

Similarily Space Manipulation could mimic pure telekinesis, but on the fabric of Space-Time instead of particles with mass.

To be honest, Okuu is one of the bullshit and powerful character there is in Touhou. It s just that she is a birdbrain.

Did somebody say Touhou?

Touhou is both a setting where most of the top end stuff is conceptual, and where the primary medium of conflict resolution is locked to non-lethal power levels. That means that stuff like Okuu's ability to spam thermonuclear explosions is much less relevant than it would be in just about any other setting.

People say that about almost every Touhou.

Everyone is a hyperlethal walking war crime, it''s just that they cumulatively have the cerebral capacity of a young child mid-trepanning.

Nah that's just not true. And Okuu is really a bit dim and scatter brained except when it comes to her powers/nuclear sciences.

Not quite true. Bringing this back around to relevancy to PMAS, the 2hu that Emi likes cosplaying as (Yukari) is treated as a masterful keikaku artist with bullshit skill at mathematics by the narrative. Of course, cosplaying as someone who plots and schemes well doesn't mean you plot and scheme well...

So... are totally gonna cosplay as Shinki when we meet Taniguchi?

Would she play along, or feel offended? Something to ask Nadia, perhaps.

It doesn't mean you don't, either, and in this context it probably means she's physically powerful enough to make at least a first approximation of the real Yukari's everyday bullshit, so let's remember to be respectful.

Why Shinki?

Really I assumed we were going to cosplay as Youmu. We could have a grief cloud appear as her ghost half.

Or we could cosplay as Sakuya - we don't have the powers to match (though maybe if we can get Homura to play along...), but it'd be an excuse to dress up as a maid again.

I was the one who brought up Shinki. The main appeal of Shinki over Youmu or Sakuya is that as a power play, she's much closer to an equal to Yukari then the other two in canon, and people don't like presenting ourselves as an inferior.

That it immediately shows that Sabrina knows obscure Touhou lore details is also a bonus.

None of them directly link to Yukari, but Shinki is an equal (or even superior) to Yukari in power who clashed with Gensokyo, and Youmu is a servant of Yukari's best friend.

So one of those two, depending on the message we want to send.

Expounding on that a bit, Shinki has white hair and blue eyes, can form wings at will, and created her own hell dimension, who's denisens swamped Gensokyo with tourism, until Reimu & co. beat her up to stop it. (As is tradition.)

She might also literally be the Christian Lucifer, so yeah.
