No, let's discuss preventive hunting of Walpurgisnacht with Homura to get at least feasibility of it out of the way first. Homura is getting annoyed by Sabrina doing little in that regard.

Front-load the apology for not telling her sooner.

I don't like the way RSA handles the "why are you so calm" response. Sabrina isn't spent at all. We just engineered a happy, upbeat picnic, delivered a well-composed speech, and maintained iron self-control in the face of shattering furniture. "Spent" just isn't truthful. Kaizuki's explanation is far more accurate: we were angry, but we've had far more time to process and had an opportunity to deal with the source of our anger. Beyond that, Kaizuki's writeup far more directly delivers the message of "I dealt with them", which is basically the only thing I think will satisfy Sayaka right now. Redshirt Army dances around exactly what we did with them, to the point that it sounds evasive. That's just going to make Sayaka more angry. We found them, maimed them, and broke their spirits. We don't need to dress it up, nor do I think we should. If we want to discourage continuing or future instances of MAXIMUM JUSTICE, that blunt delivery also serves our long-term goals far better: The best way to deal with MAXIMUM JUSTICE is to impress on Sayaka the brutality that she'd need to make it stick and how horrible it'd be. I still think that we should tell her that we considered executing Oriko and decided against it, if only to short-circuit that argument or try to shock her out of her anger.
 
Okay,I agree with a lot of the ideas out here already, but I'm going to try throw out another idea to see your thoughts. I might end up voting for a plan that's already out there, but just to consider multiple angles:

I don't believe Sayaka knows, but since the Incubator is happily spilling the beans on Homura's power to anyone who asks, her annoyance with telling Sayaka will be highly tempered. It's not a major concern at the moment.

I continue to heavily disagree with this, redshirt. This is not going to go well. And Ugo notes that part of it is factually incorrect. The rest is pretty much fine: it's hard to tell whether leaving in/out the "everyone was out" bits improve the vote.

The contract nonsense is intolerable. If we have to say that stuff, we're going to need to further justify it. We've done a terrible job of making contracts look bad if you're willing to put up with the lichbomb, and clearly Sayakais willing to put up with that. Given that, we really need to give more reasons why trying to prevent her from contracting was in fact acting in her interest, or we're going to come off as "I didn't tell you about Oriko burning down your house for your own good, so don't be angry with me," and Sayaka is going to be pissed at that and rightly so.

So, what I'd like do is give that bit its own vote if at all possible & necessary, and while we would have to say something similar it would need to include reasons why we don't want people to contract when the environment they're in seems to be safe, fun, and stable for contractees.

That said, I can't imagine "there were reasons but they sucked sorry" being enough to settle her - it's entirely inevitable that she'll want details, and as far as I can tell, "Seyiku no contract" was the reason we didn't tell her. A vote like the above is basically just kicking the can down the road without actually addressing the main issue Sayaka has with us.
