I'm not sure what you meant by "desktop manager", but the "cinnamon" package is presumably just a metapackage (to make sure everything, including network-manager, is installed in the first place) that removing it is harmless.

(Of course, I wouldn't uninstall network-manager itself without making damn sure I had a safety net in case what I was trying to switch to didn't work out, but that's just me.)

EDIT: Turns out I'm wrong - I'd assumed it would be set up in a more sane way like other desktop environments.

Why in all that is holy would removing network manager remove cinnamon?! Someone on the Mint dev team has some splaining to do.
