I think we should focus on the "make Homura sad" part. It's a more personal reason not to contract.
 
Every magical girl they created was an independent chance for a catastrophic failure, so over the infinite time period they planned to operate their failure chance was 1. It is not unreasonable to call them incompetent for using a plan that was literally certain to fail.
Let us suppose that my lifespan is without limit, though I can be killed in all the normal fashions. Across this infinite lifespan, my chance of fatally choking on my daily repast goes to one. By your reasoning, then, I should eschew food entirely and starve, secure in the soundness of my logic.

Her idea of "evil" seems to be wearing risque clothing, smirking alot, and breaking dishes. :p
And wasting food! Truly the sign of irredeemable evil. In the name of apples, Kyouko will punish her!

I will say two last things on the matter before I drop it.

1. I don't think Madoka is the type to really respond the way we want to "scare 'em straight" style tactics (see...many of the loops of canon), nor do I think Homura will appreciate us trying it.
2. We still have that 1-on-1 planned with Madoka this evening, which would be a far less awkward and disruptive time to bring up such things.

I've edited my vote since then, to add in a couple important bits. Also, I noted that the phrasing is not at all meant to be handled literally and directly, simply to indicate tone and topic.
 
[Q] No matter how much we talk about, use Grief to make a big, comfortable, odd-looking chair for Madoka! We have to make sure she's comfortable, after all.
 
We should make plenty of chairs at the roof when its time for lunch it will make Madoka happy, and this will make Homura happy, and this will make Sabrina happy, and this will make Mami happy, and this will make Sayaka confuse, and this will make Hitomi amused
