You have to admit that sounds like more fun than quietly scienceing in the warehouse until we fix everything. We'd get access to a range of new powers to munchkin in aid of our ultimate goal as well.
It's not like we'd be sitting in a corner the whole time. Our hero complex will see to that. I'm just saying that it sounds like a bit of a headache since we'll have to be policing such a large number of people, many having deep emotional scars, some having serious mental illnesses, and all having crazy superpowers that can be very unpredictable.

That's not to say it wouldn't be worth it or anything, and if we can't break the system in such a way that people don't need our presence, it will pretty much be our only recourse, but consider the potential clusterfucks that could come from that setup.
There's another aspect to this as well.

Sabrina is a game-changer for magical girls as a whole. Before Sabrina, witching out eventually is all but inevitable. With her on the board, it's avoidable.

But that's only true as long as Sabrina is around. Or rather, while Sabrina's power is around.

Let's be honest; Sabrina isn't a game-changer because she's The SV Meguca, she's a game-changer because she can control grief. And we know that at least some magical girls act as recruiters.

We should be thinking about telling everybody, "I wished to control Grief, now I can cleanse soul gems without a grief seed." That way, even if we die, the magical girls aren't fucked. They can, in extremis, tell the next young girl who's about to contract, "hey, if you wish to control Grief, it'll make this whole thing a lot easier down the road."
Keep in mind that we had unusual potential. Most others wouldn't be able to make the same wish. Not to say that spreading that info wouldn't be a good idea for other high potentials, but not just anyone could wish for that.

If we're unavailable for a week a Walpurgisnacht is basically guaranteed.

Edit: This could be partly mitigated by building up an "in case of emergency" stash and making an evacuation plan in case of Sabrina loss, but that would just lead to other problems.

We don't have to make it a Sendai-style tax or anything. Just make it known that we appreciate voluntary donations to a communal stockpile of grief seeds. That, plus making it public knowledge how to make a Wish that can give you the power to cleanse soul gems, should keep people covered.

Then, in the worst-case scenario if we die or disappear, magical girls can rely on the stockpile until they can find the next few girls about to Contract, coach them about what to wish for, and go back to business as usual.

Mm, possibly. Keep in mind we don't have to demand everybody turn over all their grief seeds to a communal stockpile, so if we die and grief is suddenly a problem again, I expect everybody will still have Seeds of their own to use before they need to take a handout.

I don't mean to imply that we'd ever be idle or just doing science the whole time, but I am finding things to be moving slightly slowly at the minute. We've run out of credible threats, and those are the spice of life after all.

Ooooo, we could get Oriko to vet new people to see if they're likely to cause trouble, then either try to head it off or not let them join at all. That should cut down on conflict, man precogs are so damn useful.
 
Logistics wise:
We need a way for this to work without our direct involvement, to handle a large influx and so it doesn't implode if we're out of town for a bit. The obvious solution at the moment is to acquire a large stock of emptied grief seeds. Homura can hang onto most of those, since she's more secure than any repository, and if everything goes to shit and she presses the reset button, she'll essentially have unlimited power usage. We (as in all the girls running this) also need to decide exactly what we're offering - free soul gem cleanses, free food, and a place to crash? Maybe free heals as well? Who's on call if somebody kicks up a fuss? It's a good idea to be able to cut people off, so maybe finding a reasonably priced hotel, 2-3 stars, and set up a tab for people with some sort of token and a soul gem? Do the same at a few restaurants and a grocery store?
 
Actually, if we really wanted to, we could keep the communal stockpile of grief seeds as the normal way to get your Soul Gem cleansed, and we swing by every now and then to cleanse the whole warehouse in one go. That way, if we do die, it's less immediately apparent to everybody, and magical girls can still follow the routine of, 'swing by the warehouse for a daily cleanse', just, there's a time limit now.

It'd save us running around after everybody, too, and it'd mean that every now and then we could turn the warehouse cleanse into a party as a reminder that it's not just a stockpile of grief seeds that keeps the system working. Plus, hey, parties.

I'm okay with things moving slowly for now. You gotta have some contrast in excitement levels. Sendai was a long and tiring arc, so we've calmed down for a little while.

Trouble will find us just fine.

I'm liking the Hotel Meguca idea.

And Madoka and Sayaka should both be involved. We were discussing Sayaka's issues earlier. She is someone who wants to make the world a better place. She would like to feel useful.
 
One problem: With so many megucas in the same city, basic probability essentially guarantees we'll be getting extremely powerful, crazy, and intelligent people coming into the city. We'll essentially be stuck playing police around town when we should be experimenting with how to end this permanently.

Buuuuut, how bad of a meguca do you have to be to assault a city wide monastery that is only possible due to the patronage of a unique power? Our massive army of girls might not have the "lol-no" power level that comes from being super special, but enough of them sufficiently dedicated to improving the status quo? Yeah, not something that you want to fight.

Also we might use Super Seeds as a stopgap. Let girls use the seeds as much as they want, then we cleanse the seed instead of needing to make a bunch of stops to each individual. Infact it would only require a small amount of effort to make huge changes on the nation wide scale, creating a gradual system that brings all the grief to us. Organization could be built off of informal groups, with leaders responsible for seeds and turning them over to us for cleansing.

Kyoko is going to go ballistic when she finds we've started building an army out of our generosity.

Step 2, Home base: Purchase a warehouse, mansion, or some other large building that can serve as a combined storehouse/home base. Here we store a ton of grief seeds for magical girls to use freely, that we check in with on a regular basis to mass-cleanse. We may need to take on some staff, either meguca we already know or possibly even normals, to monitor seed grief levels.
Step 3, Logo: Design a badge or a token we can hand out to magical girls who introduce themselves to us.
Step 4, Infrastructure: Place large tabs with local bars, onsens, spas, hotels and similar establishments that can be made use of by anyone showing a badge at the front desk.
Step 5, Announcement: Telepathically inform everyone we know that free food, amenities, housing and grief cleansing are available to any magical girl who shows up, and for them to please pass the word along. In return we only ask that they introduce themselves and abide by some simple rules, although we appreciate voluntary donations of grief seeds for the stockpile. We should have Mami do this, as she has the reputation to be taken seriously.

Then it's just a matter of doing a lot of meet-and-greet, and occasionally throwing a big party where we visibly mass-cleanse the seed stockpile and make fireworks or pretty sculptures or something out of the accumulated grief.

Call me cynical, if you like, but I doubt that we're going to get many seeds from voluntary donations. Not enough to create a stockpile big enough to degrief everyone in the event of a catastrophe. And definitely not a supply big enough to support a dewitching project (further on down the line).

It's cynical to point this out, but people do have a known tendency towards hoarding, especially when their lives are on the line, so I have serious doubts about the potential efficacy of the clear seed stockpile plan.

Otherwise our wish never could have allowed us to break causality as blatantly as it does. And I suspect that Madokami would be amenable to doing the same thing for anyone who makes a similar wish. This purely speculation on my part (we don't even know for sure that Madokami exists here), but it's the most likely scenario that I can come up with.
 
The clear seeds should last for, like, years each, right?

We just make a bunch of those and keep 'em stored well away from normal seeds.
 
We'll have a very long wait indeed if we hold off until Mami is better. How long do you think it'll take, a week (i.e. 6-7 months irl)? I'm not quite prepared to put things off that long.

You forget, just 1 clear seed is enough to degrief everyone in the event of a catastrophe. The things last for years, just one should keep 10 girls going for > a month.

I really don't see how talking about the tragic circumstances that led to her loneliness will make her less clingy.

Homura storing the seeds at least solves the problem of, if we die, the city being destroyed in the resulting bank run.

If anything the girl who can go back in time is the one breaking causality.
