Ehhh... I think that's shadowrunning. I mean, why would he bother? Practically no one survives in that line of work anyway. If he really wanted someone to witch, he already knows how to break people, and he could just lower the inflow of witches to their location if they were too resilient. He also has a sort of delusion of "fair play". That doesns't seem like his style.
