It's... Some people like it, others are disgusted by it.
Taking into consideration actual IC time, no, we shouldn't release O&K. However Onmur's idea of giving them occasional, limited escorts does sound reasonable.
White hot rage flares. "Tools? Sayaka and Hitomi are not tools. They are people who you hurt."
Oriko shakes her head frantically, and then winces, putting her hand to the side of her neck. "If Miki Sayaka wasn't moved, she would be dead in..." Her eyes unfocus for a moment. "Two...? weeks."
"What?" you demand. "How- no, I'm guessing you can't tell me."
"I cannot. If I try to look... A blanked spot, and then... Miki Sayaka's corpse. Completely unblemished," she mutters, eyes distant and brows furrowed. "It doesn't happen now that she's not at home."
"Kyuubey. Incubator," you say. "That's its designation. In any case... let me ask. Did you ever consider just sending me a warning?"
"It doesn't work. For example, without a clear and present threat, you fail to convince Miki Sayaka, barring extraordinary changes," Oriko denies. "Kaname Madoka..." her eyes slide over to Homura, and she cuts off the rest of the sentence.
We might want to consider that the traditional approach may not work. I'm trying to give this more detailed thought before pushing our standard argument with Homura.
Well, the Oriko thing is gonna be troublesome to sell to Homura; we can list the advantages of an Oriko that we've got actually working with us of her own will until the cows come home, but this looks like an emotional issue rather than a logical issue. Really, the only way I can see working is to get Madoka on-side with releasing Oriko - but doing that would likely put us firmly in Homu's bad books.
I've even got a vague inkling of how we could do get Madoka on-side:
Give Sayaka the chance to confront the arsonist and have Madoka along for moral support - get them to meet, and if a miracle occurs we may end up with Sayaka's begrudging forgiveness of Oriko's attack on Sayaka. Bring up that we might have overdone it in getting 'retribution for Sayaka' (threatening Kirika, severe injuries, house arrest, and forced cooperation) and that may lead soft-hearted Madoka to advocate for their release. That would likely take care of Homura and Sayaka's objections and that leaves only Mami to convince.
Even if it doesn't work or we find another way to convince Homu, I think it'd be good for both Oriko and Sayaka to meet and air grievances: Sayaka gets to confront the person who could've killed her family and Oriko gets the consequences of the 'for the greater good I'll make hard decisions' mentality rubbed in her face.
Of course, the whole scenario would be dependant upon (a) Oriko not crit-failing her social, (b) Sayaka being in a really good mood (cause forgiveness ain't gonna happen easily) and (c) Homura not eviscerating us for putting Madoka within a kilometre of Oriko - so take it with a pinch of salt...
Not the best plan ever, I know, but I've got no other ideas. Past Oriko murdered Madoka - we'd have to be super lucky to convince Homu when she's got 'shekilledhershekilledhershekilledher' on repeat.
As for the Mami friends thing, it's rather telling that when we suggest 'she needs more friends' Homura's very first thought is 'Madoka would be her friend' rather than 'so, what, I'm going to be coming over more often?' Perhaps Mami's friend issues are not entirely unique?
So my initial reaction to that would be "Why do you assume I was talking about Madoka? You, Homu. I meant you. (not that I'd have any problems with Madoka/Sayaka/Chie/random #27)" or perhaps, "I was thinking more along the lines of patching things up with Kyouko and Masami."
So, while I've no prob with the whole arguing for Mami-friend!Madoka (current vote sums up all the pros) - what do we think of switching it up to suggest Homu/Kyouko/Masami option first (sorta gets Homu off balance) and then explain why Madoka would be good too? After all, our goal is: Mami gets ALL the friends.

By telling her the truth- that Kyubey isn't her friend, that contracting wouldn't solve problems, that it comes with drawbacks and consequences and would hurt the people she cares about- that would make her more safe, not less. She wouldn't make a needless contract, and we can make it so that things are never bad enough that she feels a contract would help. [x]I really think that this would help keep her safe. OK, I'm working from the Sayaka angle, for explaining this to Homura, here.
So, Sayaka wants:
1) To be a hero
2) To heal Kyousuke
3) To be safe (after her house fire)
4) To stay with her friends
Before the house fire, that meant she pretty much wanted to be a magical girl (based on what she knew on the surface). Of course last time, when Mami died, it was pretty clear being a magical girl wasn't safe either, yet she still contracted. On the other hand, in that case she wanted revenge — she wanted to pay back the witches for what they did to Mami. This time, however, the threat was personal. It's not a matter of bringing justice to evildoers, it's a matter of whether you and your family are safe.
On the other hand, she doesn't see as much about the dangers involved in being a magical girl. All she's seen is Mami and me tearing some witches apart. Makes it look fun and glamorous, and possibly allow her to be strong enough to protect herself.
To get her to not want to be a magical girl, she has to know some of the downsides. The one that most directly affects her is the lichbomb. She just doesn't deal with that revelation very well, particularly in light of her crush on Kyousuke. Letting her know this beforehand means she's far less likely to rush into this based on her hero complex, without regard for the consequences. Also, her crush on Kyousuke seems to have been mitigated somewhat because of Hitomi's hospitalization, so there's less direct pressure to make her feel like she needs to contract.
This is all important to you. Why? Because Sayaka is Madoka's closest, oldest friend. What Sayaka does influences Madoka. If Sayaka falls to pieces, Madoka will blame herself for not being there for her, go into a depressive spiral, and risk contracting herself just to save her friend. If Sayaka becomes a magical girl, that's one more person in Madoka's life that has made that choice, making her feel left out. She'll want to contract just to be with her friends, doing what she can to help, and sharing their concerns.
However, if we tell Sayaka the truth about soul gems, we are pretty much de facto telling Madoka as well. They're best friends; they share things with each other. If we tell Sayaka to keep it a secret, that's like asking her to hurt her friend. She won't do that; she'll do what she thinks is 'right'.
So, if you want to make sure Madoka stays out of the life of a magical girl, you have to keep Sayaka from contracting as well. To keep Sayaka from contracting, you have to tell her the truth, as well as provide her means of achieving her goals that don't involve becoming a magical girl. And if you tell Sayaka the truth, you have to tell Madoka the truth.
Of course that's hardly the end of the considerations. We'd have to consider the possibility of things going badly. If Sayaka, for example, rejected us all as monsters because of this, it would hurt Mami horribly, and push Sayaka and Madoka's friendship to the breaking point, because Madoka wouldn't cut off her friendship with you. Not that Sayaka needs much of a push in that direction anyway; you didn't exactly make the best first impression on her. And her feelings for you might severely color how she interprets the revelations.
So you might be right that simply telling them might not be the best approach. However them not knowing at all is also bad. Honestly, the best solution would be a revelation that would make Sayaka understand the ramifications of things while giving her a closer bond with you. Yes, you, Akemi Homura, need to actually become good friends with Sayaka. I'm sure fur coats are on sale in hell right now.
