Well we should get bonuses from Compelling Presence and oddball. Maybe others, but those for sure.
 
On the whole "form that increases our speed at the cost of durability/strength", there is at least one being who's speed didn't match his PL: Burter of the Ginyu Force.

It should be noted that he couldn't actually fight with that speed, with his "combat speed" matching his PL, so that's not particularly useful, but the idea is plausible.

Speed > Power Level could be useful for increasing the amount of actions we can take, maybe?

2) People in Dragonball don't seem to be able to use subjective time compression to spend more time training. Otherwise it wouldn't be a big deal when someone provides you with a hyperbolic time chamber that lets you spend a year practicing while only a day elapses outside the chamber. Furthermore it is strongly implied that spending time in such a chamber exerts weird stresses, and Poptart has already told us that psychological problems can result from trying to spend too much time at high levels of subjective compression.

It was established that Kakara already uses subjective time compression due to higher PL while training to some extent, but using it excessively has deleterious effects. My hope is that Speed > PL could work around those.

So was the case for Jaffur. That seems like a better example and closer to home.
You start powering up yourself, only going as far as you can easily reach. About eight million sounds good.

His eyes open. His power level is holding steady at five million, and his expression is unnaturally calm. "Only around eight?" he asks, his voice slightly dreamy. "You're not taking me seriously." His head dips and his expression takes on a distinctly...predatory...cast. "Don't."

His aura shifts, wrapping closer around his body -- less him standing in a blue bonfire, and more him wreathed in shining sapphire flames. You have never seen this before. You don't recall any stories of anybody having ever seen something like this before.

He vanishes from view, leaving only an afterimage behind.

With a blinding impact, you are flying backward. You regain yourself and look back at the spot you were standing a moment ago.

Jaffur phases into view right next to you.

You smash into the ground, avoiding injury only by virtue of your ki.

"My gift is speed," he says, phasing back into view above you as you drag yourself out of the crater. "I move way faster than I should. I can play in your league, Scion, no matter how hurt I am."

On point 2, they do, but in a limited fashion because of those stressors mentioned. Poptart has mentioned we and Berra use accelerated times as much as is safe, and it's included in the number of AP and how fast we progress through training actions. In fact, the reason we have 10 AP as a "base level" is likely due to the fact that we're a Super Saiyan, supported by this:
Jaffur does, in fact, have a yearly action economy like yours (although his is far stricter given his situation). Most NPCs I decide are up to one or two big things in a year. Jaffur gets an eight-action economy to do things with.

Unlikely. Increasing speed would increase subjective time, and if doesn't, then there's going to be some serious control issues.

Now that the vote locked it is time for Speculation!

What will happen this update. Guesses?
  • The scout leader blows himself as we walk away (Would love to see a picture of this. Maybe I an Photoshop the existing one to put an explosion in the background)

  • The Scout leader uses his last energy to shot us in the back as a final "Fuck you"
  • Our Dad gets mad at us for letting him go.
  • Jacob kills him (Unlikely he is not Jaffur)

Because of the " Oh, crap!!!" face she would likely have on it? After all, it would be "Not as planned! Not as planned!"
