Before ass-tired-o'clock last night, I didn't realize I had a strong opinion on the subject, honestly.
If a DBZ character were named Chi-li, would that be a Saiyan or an Arcosian?

Bob, you know how a lot of real life names have accepted feminine forms? Like Christopher -> Christine, Or Alexander -> Alexandra (and thus to names like Elena)? Or John -> Jane?

Yes? I just listed name versions I could think of based off of veggies.
No, I didn't miss that Scion Goku's name is a feminized version of Goku's saiyan name
Most, but not all, of the names I listed read to me like they're masculine (I identify as male and tend to go to masculine names as a result) but I could see easy ways to give them feminine forms.

I just discovered an amazing fact: Raditz PL was not 1,200, it was 1,500! Turns out what Nappa actually said was that they were close to Raditz's PL.
Oh, and apparently Raditz counted as a Mid-ranking combatant in PTO. Which Nappa was also classified as.
I suspect he was the lowest tier within 'Mid-ranking', which only mutants or highly skilled 'normals' could reach. Saiyans, even without training, would all fit in this category (excepting those, like Vegeta, who were natively higher).
The gulf between them and High-rank (Vegeta(?), Cui, Zarbon, Dodoria, etc) is big. Then there's the gap between them and Elite, such as the Ginyus. Then, of course, there's the upper rank, which in the PTO was held only by Arcosians.
In short, that scale says Raditz and Nappa were relatively close in power level (which they were) and a step above the common grunts.

Actually, Vegeta, Cui, Zarbon and Dodoria are ranked at "Elite" as well. Note that Guldo, who had a PL of 10,000+, also counted, so I'm guessing 10,000+ classifies you as "Elite".
Incidentally, the Saiyans seemed to have used a different ranking scale internally.

A bit ambitious in some cases, specially with non combat skills since there are some we don't have and they are not as obvious when it comes to training.
It also lacks teaching to spread Kakara style and the later saiyan transformations.
At least we already reached exceptional dueling so... good for you?

Crowd and Team Fighting would be gained from mastering Roshi Style, though I'd prefer them all to be Elite+ with a "decreased penalty from non-harmful/lethal combat" talent. Ki Barrier is pretty simple in concept, and figuring out the Spirit Bomb with Legendary Research and Ki Sensing would be considerably easier.

Why tinkering? I don't follow the RP so I am not sold in history just for a character but at least you gave a reason for it.
Also, Berra is a mechanic, not an engineer.That is why we joked about him being super mechanic man! Friend of the children (except Jaffur but he is weird)! He fixes your troubles away!
I would also have to question how do you intend to Master Roshi style though.
I also just realized that my pacifist style outline lacks a way to deal with beam battles. Kamehameha seems like the best option so far since we can direct the result away from the enemy but doesn't exactly fit the theme. We should come up with an alternative.

Toma was one of Bardock's crew and Paragus was Broly's father. In my opinion they're actually both good names, even leaving aside their pun natures.
