The one thing that concerns me is that what will NOT be viable is if we say "Kakara only has four priorities at a time and nothing else matters to her" when talking about months or years of time. Kakara is doing, has been doing, and needs to do, a lot of different things. There may only be a few maximally important ones at a time, but there have to be others that are still going on in the background (i.e. training the Misfits was less important to us than preparing for the dragon, but we still did it while preparing for the dragon).

We have no foreseeable need for this in the next few months, Kaio-Ken training is disproportionately likely to be physically risky, and we have plenty to worry about in the next few months without starting training on a whole new skill that could physically injure or cripple us while we're planning for the aliens. In the long term, this is already covered under "Consider long range projects for increasing or bypassing our power level limits."

They probably won't be Seers; Seer ability is disproportionately common among the Exiles because of the 'curse' the Kanassans placed on Bardock. Magical ability is possible, but the combination of finding them a magic teacher and testing them in the first place would probably involve bringing all the Misfits fully into the Masquerade, and I don't think we should just take for granted that this is a priority. Remember, you're listing this under stuff to worry about before the invasion. Some things we could put on this list in general (like 'go to college') would be grossly premature to put in this category.
