Honestly I don't think we're in good enough with the Government to pull off turning this into a Vault Tec quest. But if we could we could do a much better job than Vault Tec.

She's coming for us anyway, and without a deadline, we're not going to prepare for her. As Russ is taking the debuff, that makes it hurt less to keep him on personals for several turns.
 
A write in stewardship action to pre-sell spots in the bunkers could be a way to generate some funds that we will need to prepare for the crisis.

We're just advertising the availability of the bunkers to remind people to use them in the event of an emergency!

Or maybe next turn martial we construct *luxury* bunkers.

Buy a hotel and casino in Vegas, name it "The Secret Entrance", and put the other end of the tunnel there. It's so obvious no one will ever look for it.

I think that's the opposite of utilitarianism actually. Which would advocate sacrificing Doofania for the wider US and the world.

We got a bare failure and we failed the fallback DC. I have a strong suspicion that we're going to get the bare minimum in terms of information.
Will it be actionable? I sure hope so!
Will it relate to any part of Neg's plan other than the one involving us? I doubt it.

(Gonna vote in a little bit, once I've looked over the personal action plans.)
