Actually, I had an idea for a product that might actually make us some money. We went and did that Gal-Fed translator a while ago, and we did create that Whale-Translatorinator. So why don't we do the logical next step and build a commercial translator of our own? I think people might find it useful, and we could use any boost to our Opinion ratings we can get.
After we triangulate, I would actually like that a bunch. By translating a language into and from WHALE we can bridge any gap in communications!

You're right that it's quite evil, but I would advise against this for multiple reasons. I'll skip the moral ones, but for pragmatic ones, I don't think Jumba can create a generic monster virus due to the many types of monsters that showed up in SVTFOE, to say nothing of any potential new members of his army he might have picked up, as well as the issues of potential disease transmission to unintended targets, and actually distributing the virus. Toffee is waging a multidimensional war against Phobos, after all, so we might not be able to infect a statistically significant amount if his army even if we successfully perfect our dimension tech.
Also, for the potential translator product... I honestly wasn't thinking of using the Whale-Translatorinator. I just thought "hey, we've got a database that can serve as a translator for a good chunk of the galaxy, we've already invented a translator once, why not just build a better translator for Earth languages?".

Also, why does making a potion making subsidiary to provide DEI with a few potions a turn cost so much? Isn't it just basically hiring an intern to push the button on the automatic brewer and gather the materials?

I got the impression the Gal-Fed translator kinda does work on Earth languages, anyway. It notes that it reduces Diplomacy DCs on international quests.
