Okay, so this turn has a bunch of things exploding all around us that need to be addressed post haste.

First and foremost, Russ. He is still lost in the Dreamscape and there is a big bad running after him. I want him back and if we half ass it, I think that we may lose him again.

Second, Olympia needs to be shored up. My preference would be to keep Winston at the helm, although Sinatron probably is an acceptable alternative at this point.

Third, DORIS is operating in our backyard. I am convinced that this needs to be handled now and not just by interrogating Goob, because if we allow the helping hats to sink their roots here... Well, best case scenario is that we get infiltrated again. Worst case probably involves NOWCA getting compromised.

Fourth, we have three items that need to be handled ASAP, because we are on a timer with all three:
-If we don't grab Hopper's, it is likely to fall in the hands of Xanatos. Xanay has an interest in the restaurant industry and we saw Doc talking with Owen Burnett in the Olympia gala.
-Artemis Fowl is looking in our general direction and he is not the type to let the grass grown under his feet. If he is interested in our copy of the book, we need to do it before it gets stolen like the ZPE technology.
-Shego is looking at the Wasteland and on the track of the Tempest Domain. I'd prefer if we could do this with Wendy available, but needs must and I'd rather not let first contact in Shego's hands.

In fifth place, we have the ticking time bomb that is San Fransokyo and the dinosaur deal with Glomgold. Both are clear concerns for the close but not immediate future. I'd say that they are secondary concerns this turn.

Lastly, some of our old plans that keep getting delayed, like the extradimensional tech, the black ops hero ball (which I don't think we can afford to make right now, given the gaps in our lineup caused by the formation of the council).

Without further ado, this is my proposal:

[] Plan: Popularity Not Guaranteed V1
-[] National Actions:

--[] [Martial] Rent out your PMC (Khan)

Martial is the same thing that everyone is doing. No originality to be had there.

--[] [Diplomacy] Recruit Cruella De Vil (Technor)
--[] [Diplomacy] Recruit Fredzilla (Max)
--[] [Diplomacy] Mandate Company Dress Codes (NOWCA)

I am not as enthusiastic about BH6 as other questers, but we are about to start poking San Fransokyo and the Yokai, so Fredzilla is a better option than most in my eyes to start preparing that angle. Moreover, the In-Crowd means that Max should be particularly suitable for recruiting Fredzilla (56 bonus in a DC70 action, before XP expenditure, if I have my numbers straight).

In regards to putting the company dress codes in the hands of NOWCA? They are the hat people, they need to be told about the hat menace, before something stupid happens and DORIS finds himself as the proud new owner of a bunch of cute critters.

--[] [Stewardship] Rebuild Sinatron (Roddy)
--[] [Stewardship] Buy out a rival corporation: Hopper Food Group (Moseby)

Personally, I'd prefer to Shore Up Olympia via negotiation with von Drake, because I like Winston better, but DC 125 is sufficiently high that ensuring a good result would require burning the collaboration offer with Martin Smarty. Conversation in the thread so far suggests that people are very reluctant to do that.

--[] [Intrigue] Root out high-level moles (Mezmerella)
--[] [Intrigue] Interrogate Michael Yagoobian (Tobe)

Not much originality here. Getting rid of the moles remains a priority and so is learning more about the hats, even if I'd prefer to have somebody less... Tobe than Tobe doing the interrogating.

--[] [Learning] Study Weird Object (Jumba)
--[] [Learning] Decode Odd Transmissions (Lizzy)

This is a combination of Learning actions that has shown in other plans. The Weird Object remains likely is the key to the Fowl plotline, while Odd Transmissions are the same for the wasteland robo-princess.

--[] [Occult] Basic Magic Theory (Janna)
--[] [Occult] Search for Agent Unknown (Gomez)

Again, it is a combination of actions that has shown in a lot of plans.

-[] Personal Actions:
--[] Doof:
---[] Accept Bellwether's Invitation
---[] Personal Attention: Search for Agent Unknown
--[] Activate Inator

I want Russ back and I want him now. Nuff said.

--[] Norm (End your obsession with platypodes)
--[] Dennis (Train with Maui Mallard)
--[] Wasabi (Organize your Workstation)
--[] Alan (Transfer files off of DoofOS)
--[] Juniper (Dance Practice)
--[] Kitsune (Visit Magical New York)
--[] Marco (Train with Macbeth)
--[] Tom (Search for Star)
--[] Max (Play some Video Games)

Well, writing this took a while. Feel free to raise objections. I'll probably make at least one variant before voting starts.

Can only do 1 recruit action per turn.
[] Juniper (Dance Practice)

Kitsune goblin fox needs to cause chaos. That personal don't count, I think.

Juniper, why not meet with Gomez? Especially for black ops soon.

Max job shadowing Moseby. He would be a good influence.

Not sure about the exact numbers, but from a pure story and character standpoint, I very much think that Gomez, as a scientist and researcher, would be a good fit for the research option, while Janna, a teenager whose interest in the occult only barely overrides her disinterest in studying, would not.
Truthfully, storywise I expect Felldrake to be doing the heavy lifting here, with Janna contributing to the circus. There is also a real possibility of Uncle Mal following through on his threat of helping.

Wait, doesn't Feldrake let Janna cast spells, thus getting around Non-Practicing Practitioner if she has him?

Is this an assumption or has it come up before?

Strikes me as weird, if so, but them's the breaks if that's the case.

Goblin Fox: Kitsune attributes her long life to making life difficult for others. After being assigned to an action where she does not inflict physical, mental, social, or spiritual harm to someone, she must cause harm or take a personal action on the subsequent turn. Examples of "harm" include violence, theft, sabotage, a PR attack, or other malicious behavior.

Magical New York is a personal and valid, if I am reading this right.

Juniper, why not meet with Gomez? Especially for black ops soon.

I am not sold on putting Gomez in the heroball and want to know what Juniper's other personal does.

Max job shadowing Moseby. He would be a good influence.

*shrugs*

I don't know the character and want to see if there may be something important in the videogame personal. Probably not, but I want to eliminate possibilities.

Maybe, the turn post says this so I'm not sure which is correct:
Goblin Fox is active this turn! Kitsune must be assigned to an action that causes chaos.

[ ] Visit Magical New York
You have, technically, been recognized by the Patrician of the Magus Bazaar, and in retrospect, it has been quite the shame you hadn't paid mortal activity more mind. So many interesting little things, all packed into a neat little space. Who knows what you could get up to?
It seems she could get up to mischief in New York. Maybe she'd run a scheme to hurt the huntsclan.

I'm fairly certain that the action would let Kitsune let her mischievousness out, given that last sentence.

I think it would be a good thing to put her on. She'd probably have some fun and we might get more info on Magical New York. Perhaps why the DC for seeding agents went up by another 10.

Also, it'd put Marco and Kitsune both in New York. Could be useful if something unpleasant happens.

My initial idea was to see if I managed to come up with a combination of characters that freed Lizzie to tag along in another trip to New York, in order to reinforce bonds of friendship outside of work, without Janna being around. Alas, not very many suitable replacements at this point, because even Wasabi rolls like 10 points lower.

Well, yeah? But I don't think the trait itself is particularly relevant here. Again, storywise. The action in question is doing a seminar, after all.

Oh I'm sure she'll say her piece with a captive audience on display, but it's also pretty likely that when it comes the tedious task of laying the specifics on why magic rules while science drools, she'll just leave it to the magic expert she -literally- has on hand.

It seems she could get up to mischief in New York. Maybe she'd run a scheme to hurt the huntsclan.
I'm not opposed, and I can see the benefit. Just hoping she doesn't try anything with Xanatos that he doesn't find as charming as Tobe's antics. Then again I'm probably worrying over nothing, Kitsune is smart enough to not go and provoke Puck.

[ ] Basic Magic Theory
DC 75

Moving forward with magic on an organizational scale requires a better understanding of what magic is- and why people need to keep quiet about it. While we won't be letting everyone in on the masquerade, those that attend the seminar will obtain an understanding of the basics so no one is caught blind by their lack of understanding.

Council Outlook: 5/6 (Pass)
Coyote: An entirely new field of study. Delightful! (Pass)
Goofy: I sure would like to have an idear what's goin' on. (Pass)
Janus Lee: Absolutely ridiculous, we should be studying it like any other field. (Veto)
Mirage: One must start somewhere. (Pass)
Ludivine: [Looks smugly at Janus for some odd reason] (Pass)
Malifishmirtz: Ooooh I'll get the floating chaaaalkboaard! (Pass)

Outcome: Study Magic personal action unlocked, look into magical people online action unlocked, hold a magical seminar action unlocked, track magical creatures action unlocked, look back through your magic stuff action unlocked, Map Leylines action unlocked
I wonder what the difference between Basic Magic Theory and Hold a Magical Seminar is going to be. I would guess that Hold a Magical Seminar will go more depth than Basic Magic Theory and will grant us a bonus of +3 or something like that to Occult national actions.

I'm really excited to see why Ludivine was smugging at Janus.

I think they might have met each other, along with Agent Unknown, at a botfight? If so, this might just have some interesting results regarding the search for Russ, since if there is one person who might just remember him for no explicable reason, it's Fred.

In regards to putting the company dress codes in the hands of NOWCA? They are the hat people, they need to be told about the hat menace, before something stupid happens and DORIS finds himself as the proud new owner of a bunch of cute critters.
...dang, that's brilliant. It's right up their alley, and I'm sure they'd take it quite personal, in addition to them being a major potential security risk if we don't tell them.

Not much originality here. Getting rid of the moles remains a priority and so is learning more about the hats, even if I'd prefer to have somebody less... Tobe than Tobe doing the interrogating.
Actually, I personally think Tobe's Tobeness might be an advantage. I mean, who better to interrogate the guy who is offputtingly crazy and unhygienic than the slightly crazy guy who has a horde of vagabond ninja?

This is a combination of Learning actions that has shown in other plans. The Weird Object remains likely is the key to the Fowl plotline, while Odd Transmissions are the same for the wasteland robo-princess.
Uh, why is it relevant to Fowl? I can't see it.

--[] Activate Inator
Maybe we should consider taking a break from this while we can't take the best of two?

Can only do 1 recruit action per turn.
While that kind of sounds familiar, are you sure that wasn't related to Mirage's personal? Or the times we had multiple candidates interview at once?

Might have been edited in after the fact or not inserted correctly through the drop down list.
Mine wasn't, and I think I used the drop down list.

*shrugs*

I don't know the character and want to see if there may be something important in the videogame personal. Probably not, but I want to eliminate possibilities.
I don't know Moseby other than from what I've picked up from this quest, but it sounds promising. Moseby seems quite good at dealing with chaos, despite not especially liking it. That's a trait we're kind of hoping Max will develop. Also, there's some hope that Max will take an interest in the more Stewardship focused parts of the company, that don't involve crazy adventures, and that is very much Moseby's area, and what we hired him for. Also, Moseby's personals mentioned he was interested in meeting Toons, and Max seems like a good way to ease him into the potential chaos involved in that.

Uh, why is it relevant to Fowl? I can't see it.

The Weird Object has been identified OOC as a copy of the Book of the People, basically the Bible of the underground magical civilization of the Artemis Fowl setting. As a result of getting a copy from an exile in canon, Artemis manages to launch an scheme that allows him to steal a vast amount of gold from the People.

Artemis is blatantly interested in something Doof is doing or has. The Weird Object is by far the most likely possibility.

As for Max shadowing Moseby, if people want that, it is a change I don't mind making.

I wonder if we can cut ourselves in on Artemis's plan. We have heist credentials. Better than trying to engage in a shadow war with Artemis Fowl.

@Arathnorn Can we have Max Job shadow Moseby (or pretty much any hero) as a write in personal? Also, could we say, have Juniper "meet your coworkers" with a specific coworker rather than leaving it open to randomness for a write in? (I'm willing to accept that it might require a larger roll for similar results or something, but just wondering if its possible).

Sure, I suppose, but we don't have a strong narrative prepared.

No you cannot direct Juniper's choice of friendship, mostly because if you were to pick someone she wouldn't have a functional mechanic with then the personal accomplishes nothing.

Well, writing this took a while. Feel free to raise objections. I'll probably make at least one variant before voting starts.
I'm not sold on putting NOWCA on a Diplomacy action. Hiring Fredzilla isn't exactly urgent, and we have enough time-sensitive Stewardship actions competing for our attention that we really should be focusing on that. We've got Hopper's, one or two actions to aid Olympia, Large Herbivore Exhibits, Large Carnivore Exhibits once we research them, and clearing Bonkers' name.

Additionally, I object to having Doof not rethink his relationship with Norm on the same turn as Norm modifying his own code. With Norm starting to develop independence, fixing Doof's relationship with him has become a lot more urgent. Either have Doof swap out Personal Attention for rethinking his relationship with Norm and some other PAs, or put Norm on something other than ending his obsession with platypodes.

@Arathnorn Does collabing with Olympia work for Mirage's deal? Also, can we recruit hero units who have a card, but aren't listed under potential recruits?
Yes, that works.

As for hero units... listen.

Early in the quest, we threw in a lot of obscure hero units, many of them at the direction of Arch, who has since taken on more of an advisor role than a writer roll. As we updated the latest turn, we had to face the fact that CMoon and I just... didn't want to have to watch 12 different obscure shows we don't like the look of. As a result, we've trimmed a lot of the fat out of the Recruit options.

We might add a couple of the Cream of the Crop options from last turn back in, but its not guaranteed, considering how desirable those units are.

With the answer from Arathnorn here is an update to my plan.

@Arathnorn Random question I know, but ballpark, what would the occult DC be for "Develop Magical Widgets." Stuff like cauldron mixers, bookends fit for magical tomes, etc
Rather difficult, you haven't even taken Basic Magical Theory yet. In addition, the Magical market is very small compared to the scale a Megacorp operates at, and you know for a fact things like those are already sold in the Magus Bazaar. They take cash, credit, or bottled children's laughter.
