@bryanfran36 @LazyDoritOverlrd
I finalized my plan, with L.O.V.E.M.U.F.F.I.N working on the OS and Doof using his reroll to hopefully prevent them from critically failing on it. I didn't put L.O.V.E.M.U.F.F.I.N on the serum because the stewardship options are where the time sensitive ones are this turn, so we need the extra action there. If you don't agree with this, I won't blame you if you don't vote for the plan.

[X]Plan: Avoiding Famine
-[X] Upgrade Norm Prime
-[X] Appease the Feds
-[X] Solve the Food Situation
-[X] Investigate the 'dust bowl'
-[X] Complete the Super Mongol Serum

Dr. Doofenschmirtz
-[X] Chat with the Bossman
--[X] Major Monogram
-[X] Give a project your 'personal attention' (3 personal actions)
--[X] Develop a new OS

Goofy
-[X] Work for Dr. D
--[X] Upgrade Norm Prime

Genghis Khan
-[X] Learn English
--[X] Hire a teacher for him

Wile E. Coyote
-[X] Work for Dr. Doofenshmirtz
--[X] Upgrade Norm Prime

Francis Monogram
-[X] Work for Doof (Only option)
--[X] Solve the Food Situation

L.O.V.E.M.U.F.F.I.N.
-[X] Work on an extra action?
--[X] Develop a new OS

Will you activate an Inator next turn?
-[X] Yes

[X]Plan: Avoiding Famine

I really want to get Bueno Nacho next turn, though. I have feeling we're going to come conflict with Shego sooner or later.

Also wish we knew what the fuck that 2 the event roll was.

-[X] Solve the Food Situation

-[X] Complete the Super Mongol Serum

Making sure the dustbowl doesn't end up starving our populace is our priority this turn, as well as investigating it to make sure that it can't spread or do anything else catastrophic to us.

I'm delaying going after the organized crime this turn, because I want Genghis Khan to help with that, and I feel that there will be a hidden malus to his help if he can't speak english. Giving him the serum should also help increase his bonuses as well. Instead upgrading Norm to a hero unit will suffice.

The last part is developing a new OS to capitalize on ENCOM's recent failure, and appeasing the feds so we don't have to worry about interference on their end for the near future.

--[X] Major Monogram

While the food situation is our priority,we have enough bonuses that I feel more comfortable making sure the OS doesn't critically fail. Speaking with Francis should help prevent his loyalty from dropping too low in the near future.

Goofy
-[X] Work for Dr. D
--[X] Upgrade Norm Prime

While I am interested in hiring Max, Goofy and Wile's traits will basically guarantee that Norm's upgrade is a critical success if they work together.

Genghis Khan
-[X] Learn English
--[X] Hire a teacher for him

While I would like to have another hero or Doof teach Genghis english, I don't think any of them have the skills to do so, leaving us only with the option of hiring someone who knows both English and ancient Mongolian.

Wile E. Coyote
-[X] Work for Dr. Doofenshmirtz
--[X] Upgrade Norm Prime

Norm is practically a toon creation, with him being powered by a squirrel, this should be right up Wile's wheelhouse.

Francis Monogram
-[X] Work for Doof (Only option)
--[X] Solve the Food Situation

O.W.C.A. should be more than happy by helping the people not starve from the famine, while it's less action oriented than they are used to, it is still doing a large amount of good.

L.O.V.E.M.U.F.F.I.N.
-[X] Work on an extra action?
--[X] Develop a new OS

While I debated on what to do, I think I'm gonna go with the OS and have Doof use his reroll on it to prevent them from messing up, so that we can reveal our OS while everyone remembers ENCOM's screw up.

Will you activate an Inator next turn?
-[X] Yes

Why not? Worst case scenario we just talk to a whale.
While your plan seems okay for the most part may I suggest a couple of changes?

Having Goofy and Wile E. working on Norm is kind of pointless since Wile E. still crit succeeds on any roll higher than 20 by himself and it frees up Goofy to either take the Diplomacy option, which make sense it an automatic success, or work on something else like buying Bueno Nacho, which I know a lot of people want to do

Also, activating an Inator doesn't activate the one we just invented it means activating whatever Inator we randomly create at the end of this turn so the worst that could happen is significantly worse than talking to a whale

Hmm...
[ ] Start writing a musical
You've written a couple musical numbers in your day and you've got a penchant for showtunes. Put them all together in a glorious musical that can actually be performed on Broadway, assuming they forgive you for what happened back in '11!
[ ] Practice Mongolian Throat Singing
Music is a universal language. The world will listen to the song of your people, and the memory of the steppes will live on. Tengri knows what will come of this.
I have a feeling these two might synergize.

I thought that activating an inator would allow us to choose which one to activate if we had another on standby. Is this not the case @Made in Heaven?

Goofy can't get us another national action, so he can't buy Bueno Nacho for us this turn.

While I see your point on Goofy potentially doing more good on the diplomacy option, I don't like to change plans once people start voting for them. And its not like Goofy won't be a real help with upgrading Norm Prime as well.

[X] Plan: Hail Doofania

admit I had to come around on this one a little. In future, I will say that I think assimilating organized crime is a bad idea. OWACA is a far more useful tool and they're barely getting along as is - and I'm sure we're going to do something to annoy them in future.

I see your point but I don't think anyone would mind so long as you tagged them and let them know/got their thoughts on it before you changed it

And I don't think having Goofy on the Norm action really helps it since I don't think the degree to which a roll is a critical success matters, whether you barely make the mark or blow it out of the water your reward for a critical success is probably the same and I personally would rather have a guaranteed success for two actions with a 79% chance of one of them being a crit than a guaranteed crit on one action but a decent chance of failure on another

I think we should try to avoid famine the turn after that. Hopefully we don't become victims of circumstance but I think the odds of that are low compared to the utility of developing our very own pop star idol... uh I mean digital administrative assistant.

I really think Goofy should help with appeasing the feds. If he was, I would vote for avoiding famine.

As it stands I might need to make my own plan.

Changing a minor (but crucial) detail is fine, imo.

If you deviate from the plan, it's a new plan.
Not if people only vote for the plan name like they are supposed to (and they have).

Then the original can be updated to fix mistakes.

This plan is excellent, but the one thing I would change is to change the stewardship action to Improve administrative efficiency, and have L.O.V.E.M.U.F.F.I.N. work on the S.M. Serum instead.

By changing the stewardship action, we can have better action economy, and solve the food situation with a 1 turn delay instead of a less efficiently 0 turn delay.

@Made in Heaven Wile E. Coyote's profile states he can act as a test dummy to lower crit threshold but did not see that as a action so just put the ability in the action slot is that ok?
Yes, that's fine. Thanks for bringing that up, I'll add a slot for that particular action next turn.

Activating another Inator will do it at the end of this turn, potentially adding a bonus, malus, or doing nothing for the moment. That's what's fun and risky about using inators- you never quite know what you're going to get.

As for discussing plan changes, I'm going to leave the votes open until at least sometime tomorrow- there's definitely enough time to discuss changes with everyone. I encourage more discussion!

Additionally, I'll clarify what the 'crit threshold' is- it doesn't lower the threshold for a critical success, it lowers the threshold for the die to explode. (Which, I will admit, may likely lead to a crit success on some low DC actions). Normally the die only explodes when it hits 100, but with certain traits it will explode every time it passes 90, or even 85.
