Miss Militia also shouldn't be that surprising she's a dedicated yes man and follower without orders from above she wouldn't do anything about Dinah and probably wouldn't push for it.
I'm not sure I agree with that. This information was discovered at a Truce meeting regarding the S9 who were already in the city and had already revealed themselves. It's less that she didn't push on it and was more focused on the pending localized apolypse that the S9 tended to leave in their wake. Also, we don't see her perspective or thoughts. For all we know after that meeting, Militia was constantly thinking or trying to do something about it.
There's a reason in Worm why we mostly see Taylor's perspective on things - it's because she is not all knowing and is going to make assumptions based on what little she
does know

I'm far more looking at the living proof that Appie can completely and permanently correct case 53s. Cauldron will go nuts over that as it's proof he's far ahead of their own efforts, PRT because "oh god the paperwork" and the fact that the trickle of C53s coming to the bay is going to turn into a flood overnight. Both because he's absolutely outside of anyone's control.
Regarding this, I think people are jumping ahead. Considering the pace of the story, we're likely not going to see a reaction from the PRT to this for several chapters.
I don't think Cauldron will be that beat up about him fixing C53's - if he's able to 'fix' them, and as a result they become more malleable/useful to them, Cauldron will let that slide. They might try to obtain info on 'how' he's doing it, but it's already clear that his understanding of powers far exceeds their own, even from what little he
has said about powers. Especially once Armstrong reports everything that happened at the camp.
Where Cauldron will start to panic is if Gully reveals that they weren't able to fix her memory issues,
yet. Implying they fully expect to be able to do so in a few weeks. That's a terrifying thing to Cauldron because it means the C53's (new C69's) might be able reveal info about Cauldron. That more than anything else is going to have them panicking.
Hell, it wouldn't surprise me if Gully's toned down explanation of powers that Apeiron gave her makes its way to Eidolon's ears, and he gets the idea of "Maybe he can fix MY powers." How many times have we seen a story where Eidolon shows up in the Bay? And it wouldn't necessarily be a bad thing considering how delicate the situation is there. The PRT would basically be saying, "Look, all you criminals trying to make things difficult for recovery - calm the fuck down, or one of our biggest sticks is going to start getting twitchy. You wouldn't like him when he's twitchy."
