Not publicly. The people who all know are keeping it secret, either as a "contract" to Apeiron or as mere theories in the meantime for the overall PRT. As far as the public knows, it could've been intentional.
Sadly enough this wasn't actually Joe's perks kicking in. This is literally Gully's original Trigger, or at the very least the specifications of the Cauldron Vial she bought before she became a Case 53. The previous Gully wanted a supermodel Amazoness body, probably due to some degree of body image problems considering how small she actually turned out to be, only to become a hulking monster and getting her mind wiped for it.
Judging what we know of Cauldron vials and how they mix, it's possible that the "living" portion of her passenger was Scion's version of Oliver's Balance shard that lets him change his appearance to what others see as attractive (likely her original Trigger) combined with the "dead" Eden shard related to geokinesis as well as the "both dead and alive" Balance shard that Oliver is connected to.

I just want to point one thing out about how much the city planners of Chicago and Brockton Bay have to hate this dudes power.
