Well if they're going fishing on the ocean, an under/outerlayer combo will do well to keep him warm against the spray. Add that Japan's waters goes from warmer coastal shelf to cold deep water fairly quick, and he's dressed for the event. If they were on the mainland side of Japan, post 3I would have made that area Caribbean temperature.

Well, she admittedly used naval destroyers as bait, but she still hauled in the biggest catch ever.
