I actually looked into it and discovered that, as an informal title, there was no single governing rule to the name given. "Prince", "Prince-Consort", and "King-Consort" were all used at various points. Historically, "Queen Consort" has been used for the female case, but again the rules here are apparently informal. So "Empress-Consort" could be a legitimate thing... as could any of the others.

No no no no. You're thinking Queen. She was killed years ago by Jackie and that meguca accountant. The only power the current leader has is to stab people over long distances. Her uncanny ability to guess what every other meguca around her is going to do and talk them into doing whatever she wants is totally, absolutely non-magical and there's nothing suspicious at all about it.

The thing about Sabrina and company fighting awful groups who we know are awful, is we can skip diplomacy, and bring Homura in for some Homuplomacy. With guns and time stop and supersonic Mobile Oppression Fortress. Find offending magical girls, shoot in the head from within timestop, capture soul gem and body, float on. Be done in literally less than a second because that's how we roll when we don't feel merciful.

No need for actually taking over the territory, though we can totally check with some of the people there who aren't assholes to let them know they are in charge now, and while they should be nice, and we can provide Clear Seeds in exchange for said continued niceness, we don't really care what they do otherwise.

So less an Empire and more a bunch of Sabrina Protectorates where people's safety is guaranteed by our ability to show up very quickly when called upon.
In addition to what Redshirt noted, there are other problems.

1: We can only do that for the rest of the month. 2: Even if we utterly break them in the blink of an eye, there's still the need to consider what's going to happen in their wake. If we only end up replacing one problem with a new, worse problem, or it gets out that we're targeting groups because we learned of then from Nadia, that's not going to end well.

Homura's timestop is very, very good. Don't make the mistake of thinking it's undefeatable.
We could stop that with either Kirika's help, a custom made grief construct of 'fuck this power in particular, why yes I am unfair why do you ask?' (we haven't ever done this in the field, but we haven't ever had a serious fight fully in timestop since Kirika and Oriko) or just tanking it and taking advantage of the fact we can heal in time stop, but that last one would be bad. Also, chances are any passive that isn't instantaneous can be ignored until after we resume time, at which point it either fires like normal or doesn't fire because we took the gems, but the megucas are all already down so meh.

1: Doing long range interventions too often is never gonna be a thing. We might stop a serious (where serious means 'infamous enough we hear of them') offender or two, in our free time, if we can get the whole gang to come with. No more than that.
2: Ideally, we visit whoever was in the vicinity of the people we stomped and tell them to deal with it and not make us come back, and if they act reasonable they get clear seeds. Mostly we use that new rep, needless to say we don't tell them how we knew of the situation or how we do what we do. Make it look like we can, do it all day every day, without actually claiming we can because some cheeky bitch will try to prove otherwise.

One thing I had in mind is whether to mention that not all our actions will have positive repercussions, such as the fact meguca with Clear Seeds won't hunt as many Witches, and that's bad for normal people. I imagine Sayaka will feel appalled at the thought meguca would stop fighting Witches, and will want to help.

Not sure if it's the time to bring it up, though.

@The Narrator - Naval analogy isn't exact, but the balance of force varies by girl in these conflicts. A Witch without a barrier between itself and Sabrina is in fact a soft, chewy target. But the practical concept of controlling and dividing the lesser Witches flying on the Stage and forcing them back into a ground fight sounds like a fair place to start? Our other branch of thinking is to get more firepower. I'd think preventing Walpurgis from chucking buildings around is simply a matter of not applying enough "serious" injury to them? Homura shows us what the military can contribute, and synergistically improving the stuff she's working on is good. Several enchanted railgun analogues should allow the city power grid to give us free DPS in a fun, unexpected format, and delegate that task to less experienced girls. This should extend the goodness.
If irritation is more than enough, maybe Maser Tanks are our better goal? lol

re: other groups - Kyuubey wants us in this fight, probably because the Groups slow down the number of witch-outs versus a society of loners. We must talk, but we must Understand what we hear. The tyranny of a large gang, or the regulation of a regional group, probably come down to the same choices in PMMM. Survival in the Incubation Camp already means either "kill and eat mahou shoujo as they die" or "kill and eat mortals via Farming." Thus, involvement with any warlord group means a "way of reserving cleansing for the rulers." Iowa group is playing orthodox predator game, because powerful and stupid? Or are they trying to "Tetris the World?" Simply eliminating other magical girls is a self-destructive system, thus I think the Saja, Regius, etc., are territories filled with "starving" girls. There must be a rationing system for this to be implemented, but since cleansing is hardly a daily affair when a girl is forced to idle her magic, can happen at reasonable scale. We need to see if any other anomaly girls have made loopholes that otherwise change the feeding math. For some groups, we could consider basic siege / embargo / blockade of their cleansing source, to allow us to control the opening of a hostile engagement. And we need way better intel.

To properly create Magical Girl physical (metaphysical?) culture, we will need to build institutions among us. Our first de-Witching production line will result in a cascade of obligations. For those, we might need a "Dresden School of Ladies Charm." Getting cleansing to every girl in a human manner will either require the act to be "transmissible" i.e. info network, or logistics. If it is logistic, we need a place, a time, and transport. Everywhere in the world. So, a franchise would help. Perhaps a coffee shop that is universally popular, and has got a few locations with a 'secret menu?"

I don't think comparison to a carrier group really applies. Unlike an aircraft carrier, which is relatively undefended and lightly armed except through its ability to deploy aircraft, Walpurgisnacht is a heavily-armored heavy hitter in its own right, with its subordinate units being relative nuisances by comparison: Homura was able to fight them off with an LMG without any particular effort.

Taking out a carrier group is usually a matter of getting past the potent escorts to strike at the soft, chewy center (the carriers themselves), whereas Walpurgisnacht is a hard target surrounded by a swarm of weak, fragile escorts that are mostly a distraction. It's basically the opposite dynamic.

My thinking was that we would employ the MOF (possibly three MOFs now) as an armored, flying weapons platform for our high-output ranged attackers to fire on Walpurgis (including our own laser beam attacks) while the close-quarter fighters and small-arms shooters focus on repelling "boarders" (Walpy's dark merguca silhouette familiars).

The analogy that I prefer is attacking a Star Destroyer. You'll need to clear out a few dozen weak TIE Fighter escorts to keep them from harassing you on the way to the big, tough and heavily-armed main target.
 
So this might sound a tad random but what are the odds that, once we finally get around to meeting Akiko to talk about previous events and hopefully make peace, we instead manage to convince Kirika to come along and greet Akiko by duet singing "You Give Love A Bad Name" in her face?

... I mean, there's worse ways a meeting with Akiko could go, right?
