Our Plan A is we're releasing Clear Seeds, and that will change the world. Once meguca aren't desperate for Grief Seeds to live, hopefully they'll stop forming gangs and raiding each other.

Our Plan B is, once enough Clear Seeds are out there, meguca will be able to organize into larger groups, which will be able to deal with bandit gangs on their own.

...And our Plan C is, probably at least some of the bandit gangs are going to come try and raid us for Clear Seeds. So we should probably be ready for that.

At any rate it'll be a long time before we need to go adventuring. If ever.

The San Shi Hui and Saja run a protection racket and tribute system respectively. They won't want to give up that power just because we're introducing Clear Seeds - and while it's possible that the subjugated groups beneath them will manage to revolt just with us providing arms sales Clear Seeds, I'm not at all certain. Presumably they have a near-overwhelming power advantage or they'd have already been overthrown, and as soon as they capture a single Clear Seed the logistics on both sides will even out too. It seems very likely to me that direct intervention on our part will be needed to break up groups operating like those two.

And if the Iowa group is as much of a Slaughterhouse Nine expy as they seem, they probably have overwhelming power and little clear reasons or goals. "The world is cruel, unfeeling, and insane so I'm going to match it" is just as likely of a reaction to the realities of the meguca world as it is to the horror of Earth Bet. The Clear Seeds aren't going to be particularly meaningful to them either, besides as a way to get infinite grief cleaning. And their nature as nomads means that an organized revolt against them isn't likely to form before they skip town and show up somewhere with less resistance. That seems like at least one group where us organizing a strike team is the best bet at stopping them.

I'm against forming a "Sabrina Empire" for a whole bunch of reasons, but needing to break up particularly nasty holdouts after Clear Seeds are introduced seems basically inevitable.

They don't have to revolt, they can just leave. That's not an issue those groups will have ever had to deal with before, because magical girls need territory, so there's no reason to expect them to be able to stop it. It's not like they can set up border controls.

EDIT: Admittedly, that's not so helpful for any new contracts in those areas. But there's going to be lots of places where new contracts won't get our help for the foreseeable future no matter what.

Well, the problem with the 'they can just leave' argument is as always, that leaving one's own home is not easy in and of itself.

We will need to deal with those groups in due time. Though they might also start reacting to our actions before we are ready for them...

Precisely. If "just leaving" was easy, the subjugated groups would already be doing it - while finding a new hunting ground isn't trivial, the regimes they're under were called out as egregiously bad, globally, by Nadia. If nearly anywhere would be better than under those groups rule, then it can be assumed that the people who remain are unable or unwilling to leave for any number of reasons.

I can absolutely imagine the "worst of the worst" groups using something like threats to families to keep those under them in line, for example.
 
About Ribbon Grid.
Unless Magic Amplifier+Ribbon Mumi increases Sabrina's range by a factor of 30 to 100, she's not going to have much luck with it.
And that's if Asunaro is a relatively small city without extensive suburbs.

The thing about Sabrina and company fighting awful groups who we know are awful, is we can skip diplomacy, and bring Homura in for some Homuplomacy. With guns and time stop and supersonic Mobile Oppression Fortress. Find offending magical girls, shoot in the head from within timestop, capture soul gem and body, float on. Be done in literally less than a second because that's how we roll when we don't feel merciful.

No need for actually taking over the territory, though we can totally check with some of the people there who aren't assholes to let them know they are in charge now, and while they should be nice, and we can provide Clear Seeds in exchange for said continued niceness, we don't really care what they do otherwise.

So less an Empire and more a bunch of Sabrina Protectorates where people's safety is guaranteed by our ability to show up very quickly when called upon.

Mmm... We totally need to collect more information about those groups. It would be useful if we found some of the Iowa group's victims, to ask about the Iowa group, though that might or might not very extremely difficult.

For the Saja and the San Shi Hui, if we can infiltrate their cities before attacking them, and get info from opressedgucas, that would be useful. Probably easier than getting detailed info on Iowa.

... Maybe once the big groups are dealt with, Nadia will be more forthcoming with information? We kind of need it.

inb4 the leader of the Iowa group has some conceptual bullshit that reflects harm done to her onto her attackers or some shit.

Homura's timestop is very, very good. Don't make the mistake of thinking it's undefeatable.
