We didn't take the Clear Seed back from her. We need to get it back, period. Otherwise our word and guarantees are worth absolutely nothing, because we can't even enforce a case in our own backyard when we outnumber the perpetrator a dozen to one.

And are you seriously prepared to take Hijiri at her word about anything, let alone something like "I won't hurt anyone, ever"? She already stole from Niko, instigated an attack on the Pleiades, and then attacked us.

We already warned her about Kyubey.

Hijiri is not just a danger to the Pleiades and everyone else, she's a danger to herself, as well. She might well wander into someone else's territory, get detected, and then (due to her bitchiness, stubbornness, myopia, and rebellious streak) needlessly start or instigate a fight. It's entirely possible that, being in someone else's territory alone, she is defeated by virtue of being outnumbered, on unfamiliar ground, and lacking experience. They find her Clear Seed, take it for themselves, and then kick her out--along with any injuries she has.

Hijiri then probably dies, because she's a clueless, stubborn, bitchy malcontent with injuries, no Grief Seeds, and no allies or friends.

Or she leaves somewhere, does something foolish, gets her Clear Seed taken from her, then kicked out. Enraged, upset, and not having anywhere else to go, she decides to get some revenge against Niko before she dies.

Or she goes around, mouths off to various magical girls, says that she isn't poaching and doesn't need to hunt because she's got this Clear Seed, and whenever someone tries to stop her, she teleports somewhere else. Word gets around about this bitchy, stubborn malcontent that intrudes on everyone's territory just because she can, shows off this Clear Seed, and disappears at will. Maybe word gets around--or rumors start flying--that she stole it from someone else. We then look really bad, like we can't enforce jack shit, and our word isn't worth shit, either.

EDIT: Does Hijiri have the stolen Clear Seed? If she doesn't, she's almost certainly going to get herself killed. If she does, she might just get herself killed anyway.

Discussing the Hijiri situation with the Pleiades is going to be a fairly in-depth conversation, and probably a fairly touchy one as well. I suspect that at least some of them are going to be extremely upset. And while Sabrina could do that while also evacuating a building full of civilians, managing an unstable prisoner, and watching for a potential ambush by said prisoner's co-conspirator--all while trying to overcome the effects of poison gas--most people cannot. It is a conversation that will take 100% of their attention, and right now things are a tad bit busy.

I also think that, given the delicacy of the matter, it's a conversation that needs to be a vote unto itself so that we can give the matter our full attention. Likewise for our next attempt to contact Hijiri: I'd bet money that the wording on that is going to be a matter of long and contentious debate. I don't want everything else to get lost in the noise.

And while not stopping Hijiri might have been a choice, the fact that she even got the chance to pull that escape was negligence on our part. We all spaced on the fact that she could use Saki's lightning teleport, otherwise we would have had Kirika standing by with antimagic. That's what the underlined part of the vote is for: antimagic for prisoners needs to become SOP moving forward so we aren't put in that position again.

As for whether we need to take action regarding the gas, the narration (no, not me, Firn's prose) went out of its way to point out that anesthetic gas like this is potentially fatal in real life, so I think that's a hint that we need to do something. Plus it'll keep them too busy to get any ideas about using Anri's unconscious body for a punching bag. Considering that the first ones to succumb to an overdose will be those with the smallest body weight, i.e. children, an army of teddy bears is uniquely well suited to this scenario. And since Mirai seems to be the one who's most in a rage and out for payback, it'll be a good way to get her to shift her mindset from "make them pay" to "saving people."

TL;DR
Long and thorny conversations where people will be pissed off should be their own vote and happen when civilians aren't in danger.

Last we checked Hijiri didn't have any seeds on her, so unless she has a secret stash of seeds somewhere or steals some, she has no access to cleansing, which doesn't bode well when it comes to her continued existence.

Fireground rescue action ideas: Sabrina could easily create vast air-handling capacity external to the building, inject it at the ground floor, and then open closed spaces to the outdoors. Wide collateral damage, but mostly broken windows and doors. Pressure is faster than suction IRL. Other magic could do similar feats, if the task is handed to Pleiades girls? Someone needs to place fake broken equipment in the building, letting Kyuubey turn this into a "dangerous natural gas leak." Go ahead, have the rat talk someone through the steps, it isn't like the other girls would know how to get it perfect. Make evil work for you - it is hardly the first time it has fogged men's minds to conceal magic. The awful truth is, Kyuubey isn't nearly extinct, so let him do a smaller job, rather than microwaving everyone and giving them brain cancer. Or however he does it. If we ask, I'm sure knowing would be a burden.

Well, what happened is we couldn't bind her in a way that didn't risk seriously harming or proving to be effective because Hijiri could bullshit-teleport and no one realized Saki's power had that implication until after Hijiri was already doing it. So, no, this isn't a lie at all. There was an attempt in the succeeding vote to keep her contained while remaining ethical, and we were focusing on getting through to her pretty much mainly for Niko's sake.

Knock it off with this, arguing about past votes isn't fucking helping.

I have no idea if Mirai can create a new variant like that on the spot. I'll let her decide the best way to employ her teddy bear troops; she knows their capabilities better than we do.

And maybe Niko can neutralize it with her power, but she might do so out of her own (or Kazumi's) volition in that case.
