Hmmm.....The issue is that they should know what our stat caps are. While Expand Econ is what they'll certainly do to hit our caps, I don't trust them to continue Expand Econ-ing past that point.
Also, integrating Txolla at the end of the turn guarantees our cities don't reform, failing the Urban Poor quest. I'd prefer to avoid that.
