While the People had little idea what exactly they were doing, it seemed that they were enforcing organized irrigation and field surveys both as a way to improve yields and a way to improve the defensiveness of the terrain, even as they 'pacified' the population to ensure they would not cause trouble in the foothold the Highlanders had secured.

Now I'm imagining them scratching their heads in confusion upon receiving a Salt Gift labelled "We approve of your efforts to better the land"

The Patricians seem likely to encourage the Trader quest to fail this turn to maximize spite

In support of this the patricians would hijack to stop any naval+ actions, and/or would stop any support actions in order to force a failure.

This finishes up urban poor quest and trader quest, and most likely guilds quests.
Passives and provinces will most probably finish the temple.
If that does happen, we would have pacified all the Ymar factions and affirmed royal patrimony. And even if only half the faction quest pass muster, it's still a significant reduction in the sheer spite that will be thrown the crowns way.
The traders themselves I consider a high priority, they are already a weak faction and have seen nothing thrown thier way for decades, last time they were mildly pissed they threw a proper fit. This time they'll be seeing the king put another burden on them unless they get a bone, not to mention that opening new trade opportunities via the sea is exactly the thing we need to counteract the massive wealth drain. The priests are the second priority, seeing as a theological grounding is precisely the sort of thing that can alleviate the crisis, which can only happen with priestly backing.

Basically, faction quests are rather vital at this juncture, and doing them, even at a loss, is paramount.

Not seeing that as proof as hijacking though. Just that they want them to fall hard.

Especially since hijacking the support Traders, is likely to incess the Traders against the Patricians rather than the King.

Still, I will drop Troublemakers and Enforce.

Balance has done Troublemakers before so.
Maybe we should swap this out so it becomes Main Hunt Troublemakers and Secondary Change Policy? It'll get more work done on the dam this turn and give Hunt Troublemakers both a possible stability boost and a higher chance of success.
I am against megaproject support, so no.

Actually you have a very good point. Although I will wait for other to check it to make sure it's viable but from a cursory look this is viable in my eyes.

This doesn't actually help with the Priest Quest, since Sacred Forest is already level 2, and you need to specify which cities you're making free cities.

Also, that'll bankrupt us.

Folks, why does leading vote have Hunt Troublemakers and Balanced? Balanced is confirmed to be able to take it; replace it with doubling down on EJ to get more centralization for PSN and more stability..and more narrative value.
