Mitigating a debilitating belief should turn it into some kind of value, and Yanmaryn is too funny to get rid of it entirely. That it's the cheapest possible innovation is actually irrelevant, since we have 18 Culture right now.

Admin or diplo genuis

Make Redshore a FC its too much work for us to actively respond to a port city's needs in an active way.

GP in Blackmouth is needed to help the WW continue expanding until they reach the Greenshore colony. Plus it will help us mitigate the admin headaches of Stallionpen and possibly Redhills.

Hmm. If we're this close to discovering geometry and such, wouldn't an admin genius further benefit us in that fashion?

Hmm.....point of note, we need more samples for Genius-level Heroes to see if they all have some form of deficiency as well as testing the low-magic theory. Though it is a lot of Culture we're spending right now if we are going forth with that option.
