We have one of the better counter intelligence forces in the area in the form of blackbirds I believe, it's just that Heroic Intrigue Heroes with generation spanning spy networks are Op, especially while we are dealing with a Tax Crisis that requires blatant corruption and disregard for the Law.And we had no idea too. Which means our counter-intelligence is utter shit.

More likely is that the higher threat for those regions means that they see no reason to rebel.Looks like being in a war raises loyalty up, because ST, Gulvalley, HH, and Txolla all gained a loyalty

We currently have econ maxed, and aren't going to spend 12 this turn.We will not enter into a golden age. We need two maxed stats for that.
Maybe the Spy Network of the Shadow King fractured and is split into multiple smaller Spy Networks that are Shadowrunning against each other?Incidentally, what the heck? Why do we have friendly spies in the Highland Kingdom?

I think @Academia Nut has said that if we can make it to the midturn with maxed stats we can enter one? How important does our war chief think building watchtowers in hatvalley would be? How important do they think the King sending a secondary war mission to help the provinces is?
