We can afford to do double Blackbirds. Heck, we can afford to do all the things that give us military tech! But blackbirds, if there is anything that is likely to give us ninjas and an intrigue stat, it is making tons of blackbirds!

Swapping to Boats for Tech. We have an explicit bonus to boat innovations right now, and we're about to finish a really excellent design. AN has never given any dire warnings about popping True Cities; as far as we can tell it will mostly be a nonissue.

Infrastructure does 1/3 of a secondary action each turn. Defense does a full secondary action each turn. And I'd think walls are even less likely to be done manually.

Another point: walls enable local settlements to resist the 'justice' imposed by the central tyranny. In a sense, walls are a fundamental building block of feudalism because they allow smaller polities to have retain more power.

And infrastructure includes Palace expansion as well as aqueducts, temples, roads and libraries Which pleases both the sons of wool, as well as the cursed reds. In short, infrastructure has the highest potential and best reward of any other policy by an incalculable margin.

Honestly them conquering the Metal Workers quickly and settling down is the best we can hope for, if they fragment then iron will get everywhere even faster.

Also, I'm not sure about eliminating the Metal Workers with the Red Banners. I would much rather "incorporate" (read capture) them. That way the secret of iron still stays within the People.

Unless I am getting the map wrong, I don't think they're planning to conquer the MW but they are looking to set up their own kingdom up north.
