Question - Why aren't we voting for a Stability increase? We keep dropping in and out of having 2 stats overflowing, so if we grabbed another point of Stability we'd probably get a Golden Age within the next few turns.

Or are we expecting finishing the Palace to give us a Stability point?

Yeah, Golden Age during megaproject policy is probably wise. It probably gives innovation boosts to the project.

we want innovations and don't expect to get all of our stats reliably at max rn. It will take at least one more turn for that to happen (with diplo, wealth), and we can probably spare a main for PG next turn. We'll need 2 non-mysticism stats to be at max because the census will rubber band our mysticism score for a bit.

So basically we, or at least I, are waiting a turn to hit 3.
 
I want to build the Grand Docks while we're on the mega push. We need to be able to completely out navy the Trelli.

We need even more forests to reliably pull it off, especially if we find some other charcoal-intensive ore. Now that they double as Study Forest actions (which is one step closer to paper) we should take Main Forests a couple of times before Grand Docks.
One day we will do Study Metal and get steel. One day.

We don't want Golden Age as combined with our Baby Boom, we use up slots too fast.

And honestly we need to cut it down a bit so that when we make the cataracts settlement we don't kill SF

And also the potential innovation increases 4 our megaprojects is like.. *wipes sweat* *mops tears of joy* *licks up drool puddle*

yeah the urgency behind it is massively reduced.

But influencing has a high stat cost, and integrating them will allow us to make a new March better positioned to protect the Western Wall.

In that case, that's under Propagate alt-action, and we don't need to care about over-cap Martial.
Doesn't help with the thing people pushing for integrate want tho: Assimilating them to our culture.

shifts the problem to a new place, yeah. But better that, remediated through a follow-up influence (which helps build their strength?). new march gets time to grow + hardliners lose some ties due to bordering northern states v we need to wait three turns + high martial

I know, but we can start that as soon as the Palace is finished. Dam won't really take long.
5-7 + palace will be finished faster. Admittedly would allow for better overlap, tho.

To be honest, I actually prefer Propagate, rather than to assimilate them.

I meant "either propagate or integrate". But yep, we can build multiple dams. Especially once we actually discover whatever awesome things they do. Chinampas and hydro power are possibilities, and our legacies will give us art and mysticism and Stability, but what would it have done without any of those?

Funny enough, iron is probably the most charcoal intensive ore in common enough use for it to matter. Nothing else requires nearly as much or is produced nearly as much
 
What about Place to the Stars?

That may give us that sweet mathematics before we start on The Law, which should head off some problems.

It should also allow for deep sea navigation, further boosting our navy as we can cross open water somewhat reliably.

Although Grand Docks would work rather well, too. Blackriver is a pretty amazing location for it given that it would be well positioned to receive lumber from the Northern Trading post once we build it. It also gives the northern provinces something other than warfare to be proud of. The trade it attracts would also reduce cultural drift.
 
So, an argument for docks I didn't see in my skimming:

Symphony bonuses. We know that symphony boosts actions taken by the main government and subordinates (for instance, mercenary + main war missions were specifically confirmed.)

Getting a Symphony boost while we have bonus tech chance seems really good to me.
