We can afford to spend right now, though we will have to do something to raise art in the process of completing the palace with this plan.
Also more trails are necessary for admin reasons(AN mentioned that we're in the red or yellow for all provinces with our insufficient trails), but we need to drop cent to do so.

On another note, the thunder Speakers are obviously trying to out-muscle our religious influence over our new vassals, or at least draw in someone on pilgrimage who knows iron working. The recent crisis helped a little but I would still suggest increasing the number of temples, building another one or two soon to counter.
For everyone worried about the possible negative consequences of more religious influence, go back to the civilization page and consider exactly what our religious values are: acceptance of all as having their own place in society and the world at large, a belief in the value of dying or sacrificing for others, and a high value placed upon critical thinking and testing conclusions. Even if we ended up with a government form with more religious influence it would be far less problematic than most historical examples.

Hmm...anyone know what this could be? Are they using sapphires as currency? I think i've heard gems can be used for mirrors or lenses, so maybe they've invented those?? Or are they just big in their religion or their architecture?
If the Khemetri are the Egyptians, (they should be given their name), they've pretty much always had an obsession with blue stones with the idea that they help with health and link the mortal to the divine. No real medicinal value as such, lapis armenus was actually used as an astringent to treat eye infections at one point, but the association with 'bluer=better' means that it was replaced by ineffective lapis lazuli or sapphire.

It's possible that you could make some pretty awesome surgical instruments with sapphire, (better than bronze), but obsidian would be even better and it's vastly more common. My guess is they're using the sapphires to decorate scarab jewelry.

I think the first two choices here are relatively obvious. As for the last option, I really want to complete the palace before we lay down more trails. Also, I'd prefer to use the centralization on an Enforce Justice.

Hey money is money. If we can shake more goods out of them, especially silver, I'm happy!

Probably a wonder or some kind of improvement to something they have. Basic Temple maybe?

It also just may be us experiencing minor market shock as we come in to it, and it turns out the Khem have always wanted gems and we are only just now hearing about it so there seems like a surge. But that "surge" is possibly artificial.

Maybe distribute land once to check its effects then Enforce Justice?
I mean our whole system is a snarl at this point, I bet there are people who are currently "administering" impractically large chunks of land just for the prestige.

@Academia Nut Can we get some basic information on what each section of the kingdom is feeling towards the central kingdom right now? For example, are the ST and other northern areas still happy, is Hatvalley content with their new mines, etc...
