That is assuming those items are of equal value, so it's not the most accurate way of describing exchanges between vassal and overlord.
Which is why I am okay with giving them two things in return for a concession. Three or Four is too much.
We probably want to suicide them into the ground later and form a new mercenary group to replace them. That neatly solves the issue of cultural drift, and if we do it right it won't necessarily establish a precedent.

pretty sure we take a huge stab hit from vassals rebelling due to divine stewards.

I personally voted for the -1 stab refuge option, but your constant attempts to make not taking more than minimum refugees be a hazardous blow to CA made me almost not want to.

We have taken in many refugees over the turns, way more than the bare minimum. The way you say it, it's like we haven't taken more than bare minimum in like 20 turns or something.

Some people are being pragmatic in their votes and decided that keeping stability relatively high in case the Lowlanders all screw up and make us hemorrhage stability is more important than taking more than required refugees this turn.

I personally value the econ the refugees give, and the possibility that Lowlanders can be given an example of how they can successfully assimilate into our culture.

It would help your case if you were less scathing in your argument, or presented compelling reasons as to why you wish to take in more refugees.

In the last three generations, we took the largest amount twice. We will be fine doing it once more.

To have them not break off, we would have to help and teach them for a couple of turns, and then have them try to rebel against us or something similar.

Oh for fucks sake would you knock it off with the genocide crap? Did you see us systematically rounding up every single man, woman, child, and cutting them down before burning the city? The update said specifically he let anyone who didn't want to burn with the city to grab what they could carry and GTFO, so fuck of with the genocide thing.
