That was back when it was free. Since it costs wealth now there is an argument supporting the idea that the opportunity cost has shifted enough that they won't take it.
Not just because it was free. It had a bit of priority since we had a Mysticism drain at the time. It was a cheap (1 secondary and no cost) way of refilling a Mysticism, plus it had a chain bonus. It's expensive now and isn't ideal as a filler action.

We'll probably want a Place to the Stars to get some way of forcing the chain later on.

Sure, but we have WoG it prioritizes new settlements. And since we have three spots for them, it's unlikely to take expand econ soon.

Which... I'm fine with. I don't mind losing a true city. Since Best of the Best/currency one true city has been enough to refund almost all actions fully. And we really need to generate some econ slots soon.
We have also been told they don't disrupt true cities, sigh. I see where this is going though. I can only really hope that the provinces will take actions focused on getting the megaproject through.

*does a quick number run in my head*

This is fine with me.

Also balanced may not be my preferred but it's already picked up steam so I'll just go with it.

This is the worst argument. There's what, twenty voters so far? Vote for what you actually want, there's still time for it to pick up steam. The bandwagon will not grow unless you continue to give it strength.

You ever think that people might want a royal presence to show unity?

Edit: sorry, that was snippier than it was meant to be.
Yeah, i'm not sure whether it will actually count as "the south" helping, as opposed to "oh hey, more people the South rely on to fight their battles" I asked @Academia Nut in an earlier post whether it would, but i think i forgot to tag him instead of just replying to his post, and tagging him seems to make it easier for him to notice questions

Or may lead to periodic/special elections when circumstances change. We've certainly been stuck with a heroic Martial king when we just didn't need him.
Unlikely considering how the system seems to work at the moment.
Elections lead to people holding the office for life, the idea that they can be removed will probably first be explored via coups or forcing a king out for political greed considering human nature. You are optimistic, which is good, but in politics, which in Ymar is becoming more and more cutthroat, that isn't going to work.
We've already had political assassinations, repression of others and our main way to enforce order is to kill a bunch of people. Don't add to that by putting in the idea that the king can be removed from office

Our priests have done two things of note:
1. Attempted to stop the thing that would lead to horse riding
2. Tried to blame climate change on sin

Giving them any real power is not a good thing.

I think it's more important that the government focus on the climate change, to show that its playing its part in the greater whole, i.e. like in a symphony.

As for snippiness, think nothing of it.

It's a thing of human societies.

If someone wants power bad enough and is dissatisfied they will take it.
We've just had a clever system of meritocracy in play that keeps that from happening.
So why are you trying to make it easier for people to take it?
Giving them any real power is not a good thing
Also I would like to direct everyone's attention to this. This cannot be stressed enough, we have already refused to give the priesthood more power, why would we, just one update later, suddenly change our minds?

Balanced isn't horrible, but Expansion gives us more actions, higher stat caps, and more econ slots.

It lowers Centralization, which we can cheaply raise via Enforce Justice (also giving us the opportunity to get more Stability cheaply)

Political assassinations?

The only thing that came to mind is the insane iron guy.
