Well, because his position is "this tax code is a disaster and if you simplified it it would not be a disaster." Which is...true, and he probably has the math skills to back it up. Remember we've been working on a fix for three generations at this point, the chiefs who first implemented this policy are long gone.

[Secondary] Expand Economy
[Secondary] Expand Economy x2

Should be able to fit in a double main Holy Site expansion if the Young Stallions throw a fit.
If they don't throw a fit:
[Main] Expand Holy Site
[Secondary] Expand Economy
[Secondary] Expand Economy x2

This will give us Shitloads Of Shamans as we unlock the possible Triple Main Holy Site
 
Hmm, interesting that the chiefs don't consider being able to read records for themselves as a vital job skill. So the admins work heavily on the trust system with the chief.

May get us there but also note the 0 Econ midturn which will be awesome. Remember that if we fail, we need to make hard choices--yes things will be better since we've fulfilled 3 of the criteria but it's not fully and it'll still cost us resources we don't have any more.

That's not what Diplomacy is used for, and Patryn's solution is "Abandon these new systems, go back to the way it was in our grandfather's time, and stop with the whole assignment of land management through chiefs and just track via family lines", which since most people don't want that means that you're not working with him to solve the crisis.
 
Why are people so adamant about not having the Stallions as heirs? Is it due to the belief that they will somehow "wreck" our solution to the Economic Crisis?

Basically Sunk Cost. We did so much already, and don't want to waste what we done.

Do we risk it to push through and finish the last item?
Or do we fold?

Basically, it's poker. Do you want to Fold and lose 80% of your bet money, or Put your the rest of your pot in after sinking 80% if your money in this bet already?

I support the second plan if we don't lose stability.

Remember, double main doesn't scale linearly, triple main should definitely not scale linearly.

But even in that event, expand holy site requires econ which the provinces won't have if we're doing 2x holy sites, correct? Barring a stunning feat of coordination with them taking 2x expand econ, 1x expand holy sites [Main].

Which is why I proposed above exactly how to provide the necessary Econ for it.
And the provinces will take Econ actions if they cannot afford to build holy sites so the other provinces can afford to build holy sites.

Patryn is currently the best choice for screwing it up at the finish line.
