To be clear to everyone, this is just me burning out on imagination of the quest, since my muse has been hitting me over the head a lot with so many different ideas that I just can't find myself too interested in this.
I'll still hang out here, though, since this still does have a sepcial place in my heart.

Warning: The following gameplay does not follow historical events 100% of the time, but is in fact inspired by them. Historian's discretion has been advised.
A man by the name of Robert Zilch was part of the Rough Riders that fought in Cuba, with the specific battle played at the start being the Battle of San Juan Hill (where the tutorial to the horse riding, movement mechanics, and combat system happens to introduce the basics to the players). This backstory then travels to the present (1906), years after the battle, where Robert is doing menial labour (introducing to the non-combative details/aspects mechanics of the game) before arriving home to see a letter, personally penned by one President Theodore Roosevelt.
The game focuses on Robert Zilch as he gets a new job of being a FDA inspector against the unsavory practices of the time – and he wasn't only tasked with being a simple inspector as one of Theodore's chosen men. From cases relating to Rockefeller, Food inspections, corruption, and other aspects that becomes a story of Robert's first moments of simplicity through the dynamic turns and twists that gives a feel of the time.
The game introduces an ambitious storytelling design, with less repetitive missions with different outcomes and decisions taken into account, a massive map spanning the East Coast with curious hidden details through interaction with NPCs, thugs hired by groups to keep the FDA out of their business, a currency system, hidden easter eggs, etc.
Details and Mechanics:
Story Telling – A departure from the standard norm in favour of an ambitious project in creating a more in-depth game with different outcomes and decisions seemingly harmless in the journey outpaying itself at the end. Missions sometimes reflect this change of departure in a subtle manner from different decisions made by the player.
World Building – The map is also a manifestation of the ambitious project with a grand size with different locations in the eastern seaboard that contains mission and side-mission locations. NPCs have interactions with even their own history and character taken into account in their reaction to the players, example of this being some NPCs are aggressive, some are cowards, would join the fight the player is in for the thrill or opportunity to rise the ranks in the anti-FDA side, etc. details and flavour are given to each location that make itself feel as if it is truly a City than a random map. And etc.
Easter Eggs – Automobiles exist in the game that can be gained as an easter egg vehicle to ride, fitting for the time to be slow in its movements (with special ones like Ford's Model T). In addition to weapons that would be available by 1914. Hidden references to the time period are also interlaced across the map in addition to other easter eggs.
Open World – Different from Adventure RPGs of the time, FDA introduces a new mechanic that allows the player to immerse with the world around them outside of missions and after completing the game.
Economic System – There exists a currency system that allows the player to use the money they have gained from other sources to spend on items, using services, and vehicles.

Overall, the first option would see the script/series be within the Lucas Vault (The Disney Vault, but ITTL Lucas Prompts) and will be pulled out for a rainy day if the Heavy Hitters do not function well or the prompt voters feel they can risk something new than the usual.
The second option may see the script being created by another studio, and may use it against Lucas ltd.

But what about doing a pitch for it as a cartoon? Like, I could see the first season being about Po discovering he's the Dragon Warrior, learning martial arts, and all that. While also using his newfound knowledge against bandits, warlords, and the like with Tai Lung as an overarching antagonist?
Could end the first season with the climactic battle against Po and Tai Lung, and all that. Was thinking of writing a pitch for it, but I wanted to see if anyone would even be interested in that idea to begin with.

I have plans to make a cartoon out of it, but not like you're mentioning. Instead more like the "Secrets of the Scroll" cartoon, but with more episodes, and it would serve to flesh out the times in between movies to show Po's progress and adventures.

Could also have a parody of Sherlock, Mystery genres, Noir genres, etc. as a live action series with two detectives: Detective Harrison Umbridgeon (Robbin Williams), his helper Matt Radar (Weird Al Yankovic), and their great rival The Viktor Paddington (Jack Black).

Death Troopers as Steve proclaimed when he saw it, and they were far scarier than anything that George personally could come up with. After George tried to come up with a better name, he just threw up his hands and said that Steve was right and that was good.
Wait, so do these troopers look like the Dark Troopers from Dark Forces and Mandalorian or like the Death Troopers from Andor and other Canon stuff. Was really hoping we can use the actual Dark Troopers since they're super badass and would make for an awesome enemy, not to mention we can still make it fit with Dark Forces by saying that these were prototypes that weren't deployed by Moc or on the Arc Hammer and Kyle's actions still mattered because he prevented the Dark Troopers from being mass produced.
Due to the Bigness of this Production, you are going to have to keep Steve's Stress lower than 6. (increased due to having a second unit team, and George)
It starts at zero, due to how you handled the other things during preproduction.
If it goes higher than 6, there will be consequences. Negative ones.
