I mean, I feel like both ideas would be cool. one is short and sweet, the other does address some interesting points. It might be better to shorten it down, and remove us having to do as much.

Just have Yuki explain to them later what we need to do before we can feel comfortable with loosening their restrictions (that is, making sure they can't hurt people) and offer to have messages sent to their families if they want to. Have her extend an offer for a Yuki-node to anyone who is interested. Ask everyone what name they would like for our coalition going into the Tokyo meeting, and if anyone wants to come with. Ask if anyone needs a clear seed, and remind them that these allow for them to really experiment with magic, and to think about what they can use their powers for going foreward.

Just needs to be a little off of the beaten path, and we can just anchor them there with something a battleship can't pull out. could probably make a thick rooted iron boulder in the middle of/underneath the house to hold their gems. Then we can just have someone keep an eye on them and tattle if they try to leave.

We don't actually want to run things (or at least I don't). Making suggestions and seeing what people think, putting things up to a vote, and letting people know who to actually ask about stuff would go a long way towards that. If everyone only has a connection through us, we end up having to do a lot to coordinate, so we might also suggest starting a private facebook or other page so everyone can be encouraged to discuss things with each other, and let us know what they want to do so we can help them.

This is just bad science. Due to the way Soul Gems work, I'm not entirely convinced Sabrina can get high off normal drugs. Remember, Magical Girls do their thinking with their Soul Gems. We've seen Homura blow her own brains out as a tactic in Rebellion. We'd need to test with regular drugs before we start examining magical ones.

Yeah that's more a joke sorta thing. Doubt we're gonna start mucking around with silly stuff like that. Unless Firn wants to explore with their writing using drugs as an in story excuse for stream of conciousness poetry or prose (actually wouldn't be against side posts of poetry). If we wanted to be serious with that stuff, we would probably want to contact some Labs to work with for studies.

I guess it isn't a problem to let them know the guidelines for letting them out. We should definitely see about making this an adults problem as soon as possible though. We got a lot of work ahead of us doing grief research, especially to make the removal of such independent of us entirely, as we can't really say girls are safe until they can take their care into their own hands. No time to really control stuff ourselves when this could take years, and there are people who need this now. Clear seeds can only help, at most, half of all girls. A better solution will take many science sessions, which is something I am actually really interested in exploring, and I hope is available very soon. I don't want the game to just end after Wally, at least not until we get this and dewitching solved (not that I have any say in the matter).

I would like to float the theory that the captain has some sort of subtle "authority" aura. Not something overtly magical but more on the tier of Homura's hair perhaps. No real evidence, I just thought it would be thematic.

I would like to point out that an ankle manacle is insufficient with regards to anti magic. There is precious little preventing an experienced magical girl from just tearing off her own ankle and then using her magic. Doubly so if they are the healer. Hopefully their gems are also restrained with anti magic bands. Sayaka can test out the basic uses of their powers, I don't doubt that each and every one of them has advanced tricks we haven't seen.
There is also the concern of magical tricks that use general magic too. Enchant some sort of tool to escape with? Pull something useful of of 4D? Some trick we never have heard of? We discover new things every few days. What might they have discovered in their years?
I'm still convinced that the the captain just put her ship into 4D or some other storage instead of dismissing it. If it's a wish product it might not even be possible for her to really dismiss it.
Yuki's power is pretty good though, and she is pretty good with it so i'm not too concerned about any of them being able to break out on their own soon. If they get a chance to link up or communicate I would be more concerned.

Now on to the primary problem, what do we do with Iowa.
From what i'm seeing the most of us agree with the general idea of: We establish some sort of MG rehabilitation system. We use the rehabilitation system to help Iowa. Eventually they are let out on some sort of parole.
I am of the opinion that any such rehabilitation will be the endeavor of years to decades at a minimum. While we could probably have a criminal psychologist or something in within a week to give an initial assessment or something, to make any real progress we are basically going to invent a new sub field.
Not to mention all of the other things that will need to be made to make he whole system work. Safety precautions, personnel. Probably a new building in the long term. Probably dozens of other things that will become apparent in the coming weeks.
I really think that in the end we are going to want to put them in stasis for some time. We could probably whip together some sort of MG rehabilitation system in the coming weeks and months, but I would really prefer the system to be more well established before.
But before we put too much effort into making sure people are fit to rejoin MG society, first we need to make that society.
Additionally I see stasis as a better choice morally speaking. No extended solitary confinement.

Now what does this mean for now? Not much. My idea for a time line would be something like:
Today: Nothing really. Maybe we give them some basic reassurances so they don't try anything desperate.
Some time within a week or so: We get someone to write up a dossier on each of them and put them in stasis.
Some time within the next few years: They get taken out of stasis and begin rehabilitation

We should make certain to document everything though. It would be really stupid if the case got thrown out of some hypothetical MG court because of lack of evidence or improper procedures or something.
 
@Redshirt Army you or @Kaizuki (I know you often make votes too) might want to note that fact to Yuki to keep in mind. It'd be no good if we go in and people on our team start getting compromised. I also don't think we wanna have to like, imprison any more people since we are pretty chock full already. Might even want to get some strong metal bands with antimagic we can quickly affix to people we catch to disable their special powers, even if we can't afford to hold them ourselves (would be hard to remove without hurting their gem, so they can't just casually chop it off like a limb).

Sorry if all this @ ing at people is causing problems. I'll gladly stop if it is annoying.

We tried that. It was determined to be far too easy, and thus not ambitious at all.
Granted, the Social involved after crushing Scion would've been a pain, but we'd also likely have managed to get Contessa on our side from all that, so probably less so than our current issues.

On Amy's grapevine comment: Sure, could be mind whammy. Could also be Amy just holding the info away from us as some sort of guarantee we won't off her. She was going for the suck up approach, but it didn't have to be genuine or anything. Either way, I don't see why you'd assume the tampering would reach the jailer crew since we've disabled their magic.
