The only ones who's actions aren't near guarantee for a success (counting XP buff) are Wile E. Coyote (60.82%), Mirage (47.10%), Jumba (69.82%) and Kitsune (???%). Also, I'm completely willing to change Ludivine's research option. I just really want to see if we can get some good (medical, maybe even magical) benefits from that rare herb we found months ago.
Also I'm not expecting my plan to get picked, haha. This is my first time making one, and I would really appreciate comments.
Feedback on request: This plan seems very solid. The thing that caught my attention first is giving Russ the Talisman; I'm not sure it's optimal, but I definitely see the argument, since there's a lot of funny situations that it enables; if nothing else, he'll never have a problem placing banana peels. The quest comp isn't original but we've talked over all the good ones at this point, so that's no surprise, and it's one of the better ones. The personal actions seem mostly fine as well; I'm worried about norm, given our current AI understanding, but I definitely feel the desire to stop putting it off. I think the only two Misc things I have an issue with are giving the fire potion to Janna, since she rolls occult for combat and can already shoot fire so it doesn't add any cool scenes, and Khan, who I think deserves a steed by this point after everything he's done for us.
As for national actions, I have no issue with Martial, Diplomacy, or learning. They all seem pretty solid. For Stewardship I see your argument; I'd prefer wile on recruiting heroes, but there's no arguing that he's not by far our best option for comedizing our supply line, narratively speaking. However, you don't have an occult action, not even rolling the dice on recruiting someone or making use of the fact that Doof has better dance skills than most of his potential occult heroes. This also ties into intrigue, where we have Kitsune doing a task that Monogram would do equally well, when she's inarguably our best occult hero available; it seems inefficient to add a +1 to winging the Hawk at the cost of just not taking an occult action.
As for presentation, it's legible and easy to understand, so points on that score, but in the future you're probably going to want to explain your reasoning, especially if you're submitting a plan this late in the cycle; you're going to have to convince voters your plan is best, and you can't do that if they don't know why you're arguing in its favor. Overall, it's not my favorite plan in the bunch (besides that obviously being my own, hah), but I wouldn't have any real problem voting for it if it had traction and the other plans I like didn't.
