I'm... not? Did you mean the Spy Ring? Because if so, personal attention is certainly needed. The chance of success quoted there includes the reroll; without it we'd be looking at worse than a coin toss, even with XP.

So my plan differs from the above ones in tht it focuses on Diplomacy, Stewardship, and learning extra actions. I picked these because unlike intrigue, I don't think we'll hit diminishing returns on learning or diplomacy actions. Additionally, there's already a lot of pressure to have Russ everywhere, on quests and on actions, and adding an extra intel action will just make that worse, wheras for learning doof's stat makes more heroes viable and for diplomacy we don't have as much air between our top heroes as we do between Russ and Mirage. Instead, I have Russ investigating the cape scene for now, which should pair well with Mirage's personal action, which should solve our horrendous gap of knowledge there and maybe help find Star, which I have a feeling is a time limited action. Could be persuaded for a different Khan action, but I wanted Hego to fight Inquinator and figured we might as well give Khan a chance to do personal actions for once.

I kinda like plan actionator too, but I'm still too leery of putting Hego in danger. A Nemesis roll is a contested action, which means two opposing 1d100s are rolled. There's a lot of room there for unexpected chaos and crit fails.

Looking at your plan it does have Doof spending a personal action on the Think Tank, not the Spy Ring
It does not.

A note for those spending XP:

If you're spending XP on an action that is getting a reroll from Personal Attention, it would be slightly better to boost the roll rather than reduce the DC, if the DC is high (like it is for the Spy Ring).

Also, you get more bang for your buck by choosing to spend XP on an action that is getting a reroll from Personal Attention compared to spending XP on another action.

So let's break this down

Boot Camp - As the quest showed, our low martial is starting to bite us in the ass. There aren't too many pressing martial actions, but I expect that to soon change. Let's get this out of the way so we can start adding some serious bonuses. Additionally, this should boost Khan loyalty, which he'll reap massive benefits from. His martial is so high, the loyalty bonus is pretty great on him.

Recruit Von Drake - This is our last turn to do this, and I'd like to have at least two committed learning heroes at all times once we get the think tank unlocked. Plus, he might give some kind of bonus to recruiting Donald. This action is a home run. Speculation suggests he could have a learning to top Doof's

Admin Efficiency - As others have pointed out, action economy is God. We took the massive cut to the action DC over Cyrus Bortel - let's actually use it.

Investigate crime in LA - Not only does this activate Russ's Secret Keeper and Tooned In bonuses, it also lets us get a foothold in Doomtown! If we're serious about moving against Judge Doom as our longterm goal, then this is the action we should be undertaking.

Look into Occult Objects - This is our easiest occult action and seeing as we just got an invitation to magical auction, knowing our way around artifacts seems prudent. Not only that, but we're going to get our hands on Malifishmirtz's trinket soon.

LOVEMUFFIN - Lee Industries got its DC bumped down thanks to our good impression on Janus. Not only that, the company makes all kinds of weird vehicles. It could give us access to Flying Mass Transit (our method of subverting Doom's Cloverleaf) without having to spend time and public opinion on flubber anti-grav. Even if it doesn't, the company is sure to aid in all kinds of checks as we make moves against Doom's transportation infrastructure empire.

Reorganize OWCA - I'm hoping to get an intrigue version of OWCA

Norm Prime - His best personal until we manage to get his AI working

Dennis - His best action

Hego - He gets a +33 and gets to fight costumed supervillains. This job is perfect for him and might help his loyalty

Technor - We put them in the jail and not the wasteland for a reason. Look what the Inquinator did with Lizzie's tech and a couple of bargain bin rejects. This is the first step to getting her on-side.

Max+Vanessa - We need to fix bridges. What better way to do that than going to see a concert with our daughter?

Coyote - We're moving against Doom soon. Consider this intelligence gathering.

Thanks to the national action, he has a 47 effective martial there. It's still not as good as putting khan on it, and mechanically I definitely see the appeal of sending Khan after Inquinator and taking a different martial action, but I want to give Hego his chance and Inquinator is a relatively safe way to do that.

Yeah, I formatted the vote so that you could skim down it, without referencing the update or repeatedly glancing up and down the post, and immediately see where everybody's assigned and how likely they are to succeed. So hero assignments were attached directly to the relevant actions, PA was stuck to the thing PA was modifying, and so on.

If I make another plan in the future, I might revise the formatting a bit, but I like the way I've done it here far more than sticking all of the hero national action assignments over a screen length down from the actual national actions.
 
While I support hego fighting in principle, if he gets hurt shego will hate us...

Could be good for hego though.

I don't know if it's worth the risk.
