Call it a hunch. You can prove me wrong with some outside the box thinking in trying to recruit him, but the guy really hates green power.
Are you trying to suggest that the psychoanalysis of TECHNOR, THE MECHANICAL MAN! would be insufficient to solve the psychological issues underlying the Inquinator's hatred of cleanliness? o_O

I am shocked, stunned, absolutely flabbergasted by this lack of faith in our most therapeutic of subordinates!

Besides, Doofenshmirtz is evil, the Inquinator is evil, that's surely something to bond over, right?

Yes and? Right now we see that functionally means being loyal to the government. See the malus for not stopping Sinatron. Hell if you want argue if his "loyalty" was only to the ideals then Sinatron's rebellion should've gotten his support since what's more USA USA then rebelling against a corrupt power to form your own government?

...pretty much instantly betray your lofty ideals for discrimination-derived power and try enforcing your idea of "law and order" in the most disruptive and backwards way possible?

Sorry, but taht argument doesn´t really catch me on account of how...divisive US politics and mentality tend to be.

That's fine, but not my preference if people are willing to let Hego fight.

Might as well just ask. What do you want, fellow voters?

Let Hego have the Golden Age supervillain fight he's longed for, and just fish for miscellaneous roll boosts with Norm?

Or use Norm for the better chance at actually winning against Inquinator, while having Hego save the poor kittens endangered in the battle?

Yeah, I wouldn´t be adverse to Hego getting a proper "Glory Days"-style fight against a villain to boost his loyalty (which rn is rather poor, all this considered)

Speaking of psychoanalysis, I know you guys want to do one of the two people we captured to recruit them, but who do you guys believe we should start with next of our own team after that? It's been mentioned that we generally agreed a general sweep of therapy for our hero units would be good regardless. My first thought is Max since he had a very stressful and tough time with the mission, but that's just a first thought.

It could also help reveal any secrets that the whole prophecy thing might need to know.

LOVEMUFFIN Would be my next choice, even before Stanley.

I believe this is incorrect. Let's look at the reward:

Reward: All Normbots upgraded with Kronos polymorphic combat AI and improved telemetry.

It doesn't specify the normbots getting the upgrades that Norm Prime has already received, just that "All Normbots" get the Kronos improvements.
Huh, you're right I could've sworn that it said that earlier but oh well
As for Lee, I want that, but I also want to crit that so we actually get him as a hero unit. And a Stewardship of 8 is not ideal for critting a DC 55 action.
I doubt we'd need s crit success to get Janus since he's displayed a fairly strong desire to work with Doof in the past and I'm concerned since every turn we don't buy Lee Industries is a turn where one of our competitors might

Using the Chip is something we can easily afford to do next turn, especially with an extra action, but if someone buys Lee Industries this turn then we'll never have another chance to do so

Pros: takes all 4 available double actions, takes looking for devil girl options, takes psychoanalyze Goofy option for possibility of finding hinted secret, Temujin deals with our nemesis. Edit: Removed pro for Norm

Cons: Puts Russ in charge of spy network, don't recruit Von Drake in hopes that we still have one more turn and council position will increase our chances at it, don't go to mongol camp.

upgrade Norm prime before others norms, so he won't feel left behind.
I'm pretty sure upgrading with the chip would upgrade Norm Prime and the Normbots. See the below quote:

[ ] Upgrade Normbots to current standard
Reward: Normbots upgraded to current standard, Normbot efficacy increased

Alright with this we could finally have more action in Diplomacy, Stewardship, and Learning. I didn't included Intrigue because those Drug Ring just worries me to no end.

As for Nemesis action. I suggest we send Temujin on it. There is also a chance of Triple Synergy with Dennis working with the Mongolian Warlord and Hego doing Good Deeds on the Streets. Ganging Inquinator up while also having the chance to have a new trait like the Doof Troop between the three of them.

We should also start questioning Goofy too. And because of the uselessness of personal attention last turn let's work on other things shall we? Like finishing the Roger and Spellbook action as well as starting Norm.

As for other things. There are Coyote outfitting the PMC to give more firepower, Janna and Felldrake inspecting what kind of items we get from the bazaar and Peru, Goofy finishing his degree, Monogram reorganizing OWCA, Norm doing introspection on Platypus as I think it would be much harder to get rid of it once he become a real boy, Max going on a well deserved vacation, and Vanessa job shadowing that would work out well with all the reorganizing going around.

Mmm, but there's a difference between working with us as the guy who handles the Lee industries subsidiary and a guy who works for us personally. Might need a crit for the latter.

Eh, personally I doubt it but you're plan is still the one I agree with the most

Though I'm also not sure if we need to be spending a personal action on Think Tank, especially if people will spend XP on it
