edit: It sounds like he wants people to respect a pseudo-monopoly/ copyright laws instead of, you know, stealing from him. When they steal supervillains are clearly taking something he wasn't planning to sell, nor was Bortel compensated.

Eh. He's a would-be King in mentality, just hyperfocused on intrigue and more importantly diplomacy. He wants wealth, respect, and most importantly prestige.
He would absolutely act as a dark savior to his fellow toons while tearing Doom's organization apart utterly to satisfy his more vengeful elements. Why wouldn't he? He puts on any face he needs to to rise in the world and that would be the face that would aid him the most.
Its just that he is... kinda terrifyingly competent? If he became a regional power he would be a major threat but his actual agenda is more of the same.
Since Epic Mickey is out, anyway, if I remember correctly.

Having read a bit about him I see three possible ways that him helping with the Toon Railroad could go
1) Because of how inconsistent his character is he could just be the same brand of "evil" that Doof is and is completely genuine in his wanting to keep Toons out of Dooms reach and could be an ally, the fact that both Red Car and Mirage like him would suggest this
2) He is either the mysterious figure taking over crime or works for him but is doing this to actually help Toons
3) Same as above but he's using the railroad as an excuse for slipping his men into Doofania, the fact that his character is described as wanting to be a crime lord and that he's prioritising people that were "wrongfully" imprisoned points to this
So this varies from being okay but worrying to completely undermining all the work we've put in to cleaning up crime and introducing a threat that we have no in character reason to be aware of and likely can't take any actions against as a result
Basically if it's the latter the action might've we'll have been a critical failure
