Basically the same as Let's Maximize Our Results, but with Combat Crime instead of Assimilate because that is literally my only problem with that plan.
If this gets traction (either in the form of enough votes or enough people planning to switch later) I'll switch to this.

Gonna Quote my own plan so that others could see it~

[X] Plan: Double Quest, and All Hands on Deck.
-[x] Combat organized crime in Doofania
-[x] Update the City Council
-[x] Host a company retreat
-[x] Build the Toontown Railroad
-[x] Form a think tank
-[x] Research Alchemy

-[x] Operation: Blue Hawaii
--[x] Team Leader: Agent Russ
--[x] Genghis Khan
--[x] Technor

Russ for the DC decrease and Intrigue, Khan as the Bodyguard, and Technor for any Alien Tech problems needs solving. These three are basically our three best Hero units. All three of them are capable of fighting on their own and have a great amount of experience. So I think only having the three of them in this Quest is enough.

-[x] Birds of a Feather
--[x] Team Leader: Francis Monogram
--[x] Wille E. Coyote
--[x] Dennis
--[x] Janna
--[x] Max

Dennis is locked on the Quest, Coyote as the bodyguard and for having another well known Toon for the party, Max for Donald to recognize that the party has no bad intention for him, Janna for any Supernatural problems as Donald was last seen investigating an ancient ruin, and Monogram for his multiple agents that should prove to be usefull on searching for people.

Dr. Doofenshmirtz
-[x] Make up with Roger
-[x] Give a project your 'personal attention'
--[x] Form a think tank

Goofy
-[x] Work for Dr. D
--[x] Update the City Council

-[x] On a Quest

Wille E. Coyote
-[x] On a Quest

Francis Monogram
-[x] On a Quest

Agent Russ
-[x] On a Quest

Norm Prime
-[x] Work for Father
--[x] Combat organized crime

Dennis the Duck
-[x] On a Quest

Hego
-[x] Work for your evil boss
--[x] Host a company retreat

Technor
-[x] On a Quest

Max
-[x] On a Quest

Mirage
-[x] Work for Dr. Heinz
--[x] Build the Toontown Railroad

Vanessa
-[x] Work for dad
--[x] Form a think tank

Janna
-[x] On a Quest

L.O.V.E.M.U.F.F.I.N
-[x] Work on an extra action?
--[x] Study the Palladium Chip

Overclock Technor?
-[x] Don't overclock Technor

[X] Plan: Double Quest, and All Hands on Deck.
I notice a few problems with your plan:

1. I don't think Vanessa is going to be interested in hanging out with a bunch of nerds. She simply wouldn't help with the think tank action. (She has a trait to not do stuff that doesn't interest her)
2. I would make Wiley the leader for the Donald quest, put Monogram to the Hawaii quest, and put Technor onto the think tank action.

Seriously? You're slamming the door on intel that may save us from another underworld blitz, a chance to get possible intrigue heroes, and the ability to make sure that what crime happens in Doofania is stuff we'll allow? So if the Middleton drug runners make a push? We won't know until people start zonng out on nootropics. If the figure in LA decides to extend tendrils, we won't know. If any one of the petty warlord types setting up in the ruins of Kronos decide to poke at us, we won't know. Nature abhors a vacuum, and you're leaving one that's ripe to be filled by something worse than what may be there.

Valid concerns. While Vanessa's position there is just for the sake of it and to see whether or not she would do it for her Dad after he goes 'personal attention' to it.
I already put my reasons on why I put Monogram and Technor where they are. Monogram as he had experience leading and has a bunch of secret agents that would widen the search radius. While Technor for any Alien Technology problems that may come up, like say Jookiba being locked up in Alien Energy Prison with Unrecognizeable language? This way Russ wouldn't need to caught and interrogate several aliens for a passwords. :D

Seriously, why are people splitting the vote now?

Well... it's in the plan name. "Morally". Assimilating organized crime may be the more pragmatic, but pragmatism isn't factor, in my thoughts, at least. Working with the less palatable aspects of crime- the drug dealers, the murderers, the "protection" rackets, that's all a bridge too far.

And this applies in-universe as well! It would be horrendously out of character of Doof to aid and abet that sort of organized crime.

I'd rather lose the opportunity to get an unknown intrigue hero than risk the loyalty stats of Goofy, Monogram, Russ, Hego, Mirage and Vanessa (also Dennis but he doesn't matter as much.)

I'm sure Russ and Monogram will be overjoyed to investigate these new criminals when we have the opportunity, they'd be less thrilled if we cooperated with them.

Also I never got an answer from anyone over Mirage and the Evil benefits loyalty bonus. Does she not get it because she's used to such things or did the QM just forget?

Also, for those of you objecting on the basis of "allowing any crime will let bad things happen" have a quote direct from the QM

Also, y'know, I made it so you're controlling it so you get control over what happens. It's not like I said [ ] Open cocaine dens or [ ] Run prostitution rings.

[X]Plan: Let's Maximize Our Results

I feel like Let's Maximize Our Results (But Morally) is somewhat too risky here... yes, combatting organized crime is a morally just action, but given the fact that we've seen a lot of unknowns showing interest in the organized crime, I suspect that combatting organized crime will be a constested roll, and Norn won't be enough to guarantee success here. If you guys believe that it is better for us to destroy organized crime rather than to absorb it, there's plan Prepare for Tomorrow.

Besides, I believe it is more useful for us to absorb organized crime anyways, because it will allow us to do more good in the long-run, by making sure that stuff that is truly repulsive is forbidden.

Something I'll point out is that short of a Nat 1 Norm is guaranteed to succeed on controlling organised crime which isn't true of combating it, especially if there's any maluses to the roll

Right, but if we control the less palatable aspects of crime, we can make them not happen, and replace them with petty evil more in line with our brand. (See the WoG quote a few posts up.)

Ok, but like, claiming the unknown intrigue hero is the main reason people are shilling Assimilate is rather misleading, since the focus of the arguments has been on making sure the Middleton Drug Rings or any of the like 5 separate hidden crime bosses that exploded onto the board last turn can't fill in a power vacuum in Doofania.

Yes, new heroes is nice, but the main point is keeping drugs and actually evil masterminds out of our streets.

edit: Oh, and since you all seem to have forgotten... WE ARE A VILLAIN!!!
This sentence, with the bold underlined italicized triple exclamation points, seems unlikely to persuade anyone and fairly likely to make people vote against you out of spite.

Here's some very wise words from a friend of mine that's been lurking following the quest; taken from the DVV Discord.

A_Random_MercToday at 3:51 PM
I've always been of the opinion since the time I first started to read the quest that good and bad morality is to be used like a tool.

Good morality = Good for the public eye, good for our followers(Who like that sort of thing) and good for our own agenda when needed.

Bad morality = Good for helping keep our territory clear of crap like the Nootropics by organizing to keep them out of the criminal underground, good for getting money and resources out of other people's territories.

I've had to remind a few people about it, but at the end of the day, we're not horrible people, but we are most definitely not good. We're still the villain of the story, and I'm okay with that, because at the end of the day Heroes are limited in what they can actually do

[X]Plan: Let's Maximize Our Results:

I'd rather crime adapts to serve us rather than have crime adapt to circumvent us. We're assimilating them not the other way around. What that means is we could funnel resource to more productive things. We set the do and don't of the underground, meaning we could potentially bar outside criminal elements from muscling in on Doofania.

Working with the less palatable aspects of crime- the drug dealers, the murderers, the "protection" rackets, that's all a bridge too far.

If there is a drug trade then we can make drugs that won't F people up through the pharmacist (Doof) or magic or through handing it off to the think tank.

With protection rackets we can actually put up protection through tech or magic instead of just demanding money. We'd be giving an actual service. Plus it'd probably count towards setting up protection against any third party looking to stir up trouble in Doofania.

We can make the criminal underground work for us instead of getting rid of it.
