It occurs to me that if girls shuffle around a lot, then a girl could well just get lost in that shuffle and have people forget what happened to her. Especially if part of the memory modification makes people not question it.

Yeah, that girl was your close friend once upon a time, but she moved away or maybe you did and you didn't keep in touch and after a while you stopped thinking about her so often.

Either Akane, or her designate, might periodically impersonate the individual member of any group. The memory powers, and the traveling scheme provide the opening. The substitution allows manipulation, provocation and other access. Much as canon!Hijiri, but these girls have a long-term management goal. Like the Stassi.

I think the issue is, they're pulling in one magical girl a... Week, maybe? Thirty groups, four to six meguca per group, one hundred and twenty girls, each magical girl would go in on average every two and a half years; a member of your group would only go in twice a year. The intensity just isn't high enough to cause real disruption, nor is it enough to constitute a looming threat. And, you know, they'd have mentioned while we were talking about it that the peace was enforced by Chiyoda threatening violence on swapped magical girls.

Earlier in the thread, I saw somebody mention that with your vote, Sabrina would be dominating the politics conversation. DB's vote mitigates that, but I don't like how the internets is handled there. Thus, Phoenixian.
That has been fixed. You may additionally wish to read the chunk of the conversation following from that complaint. Because votes change over time, I would generally recommend reading the current actual votes and comparing them to any commentary you may have found, because commentary is often wildly out of date or simply inapplicable.

I do not like @The Phoenixian's vote for the following reasons:
  • It dictates at the very beginning and without any flexibility or consultation that our goals in Tokyo are exactly Clear Seeds, Cleansing trips, and Walpurgis recruitment. Even discounting potential arguments about several of those - cleansing trips should be unnecessary if we can distribute clear seeds, for example - this is completely incompatible with its later directive to "try not to railroad them". This entire portion of the vote is a hypocritical waste of space.
  • It does not raise the question of whether we want to consider destroying the Tokyo Council. IIRC the thread's discussion on this topic has been rather contentious and I believe that it would be extremely valuable for the purposes of keeping the thread flame-war-free to have Madoka and Hitomi handle it for us.
  • It makes the unfounded assumption that we have the time and attention to talk to both #nyantokanyaru and #milesgloriosus in the upcoming update, which will cause us to mishandle both of them if we only have enough time or attention to talk to one.
  • It makes the unfounded assumption that we do not have the time or attention to talk to IRCs beyond #nyantokanyaru and #milesgloriosus, which will cause us to waste valuable vote and update time if we would have had been able to contact more IRCs.
  • It asks American magical girls about Japanese grief controllers.
  • It attempts to hire #milesgloriosus for Walpurgisnacht.
  • It attempts to gather low-level specific information about those groups' situations ("how long they think their situation will remain stable") which will miss many problems that would be caught by a broader, more goal-focused inquiry ("you can refresh their grief seeds if there is urgent need", "tell them that you're accepting refugees if they want to send any", "are there any other threats you should know about", "you want to help").
In short: @The Phoenixian's vote sets overly-specific and low-utility goals for Tokyo politics and as a result railroads it into a ditch, and its handling of IRCs sacrifices clarity, intent, flexibility, and basic validity in favor of saving word count.

I composed my vote to:
  • Provide high-level directives for Tokyo politics which will ensure the conversation does not get bogged down in unknowable specifics.
  • Handle a specific question which can be addressed using currently-available information and should improve thread climate.
  • Adapt to arbitrary variation in available time and resources when choosing which IRCs to contact.
  • Provide high-level and appropriately-conditioned ("if applicable...") directives for IRCs which will allow us to gain useful information or provide assistance to arbitrary magical girl groups that we contact.

I'm gonna try to break this down piece by piece, but I'm not sure I'll do so good a job.

To start with politics, the first point you raised was one that I feel we should consider, and it's also kind of what Pheonixian was doing with their vote.

These seem like questions for further consideration at a later point, once we have more information on political situation and strategy. As it stands we really shouldn't be thinking about whether or not we're trying to preserve the Tokyo political system. While considerations on whether its safe to recruit seem relevant we can't decide how we approach future encounters if we don't even have a potential scenario for the first encounter. Again the potential obstacles are good as suggestions but we'd need more information to properly start considering them.

I approved of Pheonixian's vote re-politics because our focus is on what our actions might do as short-term shake up and leads the greater political considerations and maneuvering to the two girls who seem to be good at it. The points of cleansing trips, clear seeds, and recruiting were specific concerns that we have. It's not railroading them because it's only a focus on what we're doing and leaving the rest of the political build up in their capable hands.

While I understand that keeping the thread level is important, this is an issue that I feel shouldn't be discussed on our first meeting about Tokyo politics. This seems like a post-Walpy discussion to me, especially if we're hoping to recruit them to fight Walpy. Destabilizing the current political system would prevent us from doing recruiting in ways that taking down local despots would not. We could just as easily be liberating a number of oppressed groups under a mind-controllers thumb as we could be creating a power vacuum.

This might be my own misunderstanding of how IRC's work, but can we not have two open at once? If not then I agree with the sentiment.

I was also under the impression that 'brina pilot would dictate who would be asked what. The points listed were less of a "ask both groups these questions" and more of a "stated goals for the current operation"

Which I thought would mean asking #milesgloriosus about Iowa and the local area and asking #nyantokanyaru about clearseeds and Walpy rather than asking both teams the same questions. Your vote for this also works to fill these goals in a more specific way, but it doesn't seem as concerned with getting local information from either of the teams.
 
me and Veb's votes are broadly similar think - I just want to spread out actions over more time and focus the current Tokyo talks on working out ideas and what we need to prove or disprove those ideas.

Unfortunately, every single person we talk to will be asking themselves whether what kind of threat we pose to the status quo. And until we have an answer for that question, the thread will rehash the debate every time the question is asked, even if every single time it ends up replying "no comment". And because I'm pretty sure the topic has been a horrendous shitshow every time it's been raised so far, it will be a horrendous shitshow again and again. I want to short-circuit that right now.

As for the specifics of your argument: I agree that we can't make a final decision here and now whether we should topple the Council or not, but that's not what I'm asking. I'm asking if we should even contemplate knocking it over. We will ask completely different questions, look for completely different weaknesses and strengths, look to talk to completely different people, use completely different language, and consider completely different goals if we allow ourselves to pursue solutions which lead to the dissolution of the Council in the process of stabilizing the area and improving the lives of the magical girls in Tokyo. Formally, I'm asking whether we want to establish a schelling point for time-shifted variants of ourselves on "don't knock over local governments" to help us avoid unpleasantly contentious debates around slippery-slope type topics, either by declaring that that behavior is acceptable as long as we are actually doing good (essentially declaring that there is no slippery slope, only an engineering problem) or by setting in stone (or, well, Madoka-declarations) a line which we will not cross.

edit: Honestly, though, I kind of expect the question to be moot. I am becoming convinced that the Tokyo Council is only stable by massive application of mindfuckery and that we'll be forced to burn it to the ground and start over because the Tokyo girls wouldn't trust anything with even a minuscule shred of a relationship with the old Council.

This argument represents a gross misunderstanding of human conversational dynamics and how discussions like this proceed. There is no "We'll focus on this and leave the rest to them". There is only the current topic, whatever that may be. Bringing these concerns up guarantees that the entire discussion will revolve around them. And as you yourself state, these are short-term things that only Sabrina would care about and it would be a gross waste to spend Madoka's and Hitomi's time on them at the present moment.

"It's my plan so I'm going to stand by it even if it's wrong" is terrible reasoning and it and its ilk are responsible for some of the worst engineering and military disasters in human history. Have the courage to doubt yourself.

Well my idea was to consider

1) What we know
2) What does that tell us, come up with ideas
3) What do we need to know to prove/disprove those ideas

We have had our first interaction with Tokyo and thus we will have ideas - best to sort them out and figure out what are the best questions to ask going foward.

its just I'm seeing a lot of conjecture and people jumping to conclusions about what they are doing, as well as talking about whether or not we should topple the government, and honestly its a level of jumping to conclusions I don't even think Sayaka is capable of
we can't take anything we think of as fact, or let it affect how we approach Tokyo other than how to protect ourself while figuring out the truth. cause honestly any idea we come up with is more likely to be wildly off base than true

I feel like we do have a bit more than that, even if we assume that the people we've talked to so far were straight-up lying. For example, I believe the brochure confirms the existence of the meguca-rotation scheme, and Yuki confirmed that nobody knows anything about Toschimichi or the Chiyoda group. Those two together are strongly suggestive of liberal application of mind magic or something similar.

Yup. The next step is to recall that such sorts of organizational mis-behavior are typical from a leadership without ability and goals. That doesn't quite make our decision, but it should be kept on the sidelines. We will need to interpret and predict using it soon enough.

I still think our choice is based upon our single true interest in reaching out to them.

All we need to do is obtain a true view of their intent for their own members.

Our political analysis is mostly so we can clothe our inquiry in terms they will answer. Dishonesty must be disarmed. A proper distraction topic is the means, and our friends will help us model that. If Chiyoda-gumi has good intent, somehow we will be able to reach good ends with them. Being tolerant is significant. If we can determine they have bad intent, we need mostly to worry about the fallout from our own choices after that. We don't need to go into full detail yet. Our Enchanting work was all about preparing for the worst case scenario, and if we did well, we are covered enough to give us more options.

Put simply, some topics trigger biases which cause people to make arguments which trigger the same bias, and the entire conversational medium spirals into a singularity of awfulness. This type of bias results in unstable equilibrium around some topics, where productive debate is possible only if every participant is perfect; the instant someone makes a mistake, they will do something which causes another participant to make a mistake, and things snowball. These kinds of biases can make productive debate extremely difficult, if not outright impossible, and the resulting unproductive debates can often waste so many cognitive resources that they impact decisionmaking in entirely unrelated areas. Colloquially, people get burned out and stop participating in the thread entirely, so we lose all debate.

This particular topic is one which this thread has historically failed to debate productively. I am taking what action I can to resolve the debate despite these failures. I agree that the solution that Hitomi and Madoka come to will likely not be as good as the one we could come to ourselves if we were able to keep our tempers while debating it. We are not able to keep our tempers while debating it, though, and I'm entirely willing to accept a sub-optimal solution here if it means the next eight votes aren't shitstorms.

In other words: I'm not trying to prevent future debate. I'm trying to save future debate by preventing flame-wars that, if left unchecked, would prevent all debate.

Nice explanation. I would love the illustration even more, if Steampunk were swapped out for "arming of the Isengard Uruk-Hai."
Forcing you to live in such a role would not be very nice of me, and I won't.

My personal favorite is to actually record one's own goal tree. At least, my bias is not going to shift randomly.

At the level of certainty, it comes own to an individual effort. "We all" might not be able to restrain our tempers, but there should be some value of "we" who can. I can be held to such, as it is the rule our game. Being better is a worthwhile effort, and I like when that is accomplished. Sometimes the step in between is messy.
