Somehow I expect there's a big difference between 'kicking me in the nuts doesn't hurt more than the stomach' and 'castration won't slow me down'.
That's effectively the difference we're talking about here. The tail is one of his limbs. It is gone. At the very least, his balance will suffer. Also, it will change his timing and skew his reflexes. Not hugely, but at the levels we're fighting at it matters.
Yeah, but like Berra, Vegeta likely gets a lot higher style bonuses than we do already, and even a debuffed Vegeta will be a huge asset if he can team up with Berra.
Heck, if Vegeta's using Vegeta style (and house Vegeta really does seems like it'd be using Vegeta style), which is mostly about about firing large energy blasts, worse balance will not matter as much as it would in close range.
Well, the fact that so many them are rightfully seen as places of fear due to the abuse that goes on inside them probably doesn't help.

In fairness, I'd expect it to go towards Not Being Executed, or something along those lines. Something that lets others understand her better. (Also, I was expecting Jaffur and possibly Berra to get bonuses of equivalent strength, so...)

e: I strongly suggest either targetting Dandeer's tail or her herself. Either one works. The former is more likely to work because oddball bonuses, but anything else leaves Berra free to rampage on our friendly sorceror.
