Well, it would allow us to modulate how much we take. 5% steps are pretty big, but with line items, we can end up with something like effectively taking 27% of the budget. Though paying PS to take less resources would feel pretty strange.
Given that we can very easily spend pretty much any plausible amount of money for things that are indisputably good for GDI (it's not going to slush funds or randomly accumulating piles of gold bars), I don't see the problem.

Worst case, if the super glacier mines pay off like I hope, we'll be in a lovely position to throw money around like it was going out of style some time in 2063-64.
 
I might be wrong but if the civilian economy gets boosted won't tax revenues be boosted as well? Plus all the happy citizens and other narrative effects.

It just seems like something that will have a big impact over time.

One of the things people (in setting) seem to want most is a less controlled economy so people can expand and produce what they need and want themselves.

The banking thing seems like a necessary step for that so the sooner we do it the sooner stuff starts improving for everyone.
 
Real talk, we're not looking at "a" phase of vein mining next turn, in all probability. I'm pretty sure we're looking at several phases. 2062Q1 plans are likely to look very meme-planny, focusing on a fourteen-die investment in various forms of tiberium mining and then building the rest of the plan around that.

Anyways - we've talked about saving money, political favors, all that jazz... but right now, as I finally get off work and we see the twilight of this vote, I want to draw attention to something.

Chicago provides low quality housing at least for now. Edit: Basically, the housing itself is perfectly fine. Is apartment blocks of decent standard quality. The issue is that they are built in and around giant tiberium industrial plants.
And I'm really sorry that I couldn't make this effortpost earlier, but it's a workday and the dayjob makes no allowance for longform forum posting outside of lunchtime... but Chicago does not serve our immediate housing needs, and we still have a tsunami of refugees pouring in. Not as much as earlier, but if Kane shows up to bargain that trend will bounce right back up and mob us - and if we don't keep up, our inability to provide good housing to those refugees will become leverage against us at that bargaining table.

This means that arcologies, Bluezone apartments, and especially communal housing now that we know who its target audience is are absolutely essential, those last two in particular are immediate term top priority items. And chicago simply does not make that list.

Chicago is locked in for the medium term. There's no risk of it being out and out neglected. But I strongly believe it would be nothing less than an unforced error for us to let it displace the higher priority of actual high quality housing at this critical juncture. We need to keep up on high quality housing no matter what, but with doubts about whether or not apartments even have more stages left behind what we've got, there's a chance that we need to be ready to slam more dice into it than anything but communal housing can support and if Simon's plan wins?

Well, it's the same question that was on the line for the last few plans - the money the Treasury has is the money the rest of the GDI doesn't have. It's hard to say where is it used more effectively, of course, but perhaps the comfortable threshold lies somewhere between 25% and 30% of the budget used. Dropping some line items would allow us to reach that threshold.
 
We've already been told that gdi low quality housing is fantastic compared to nod living conditions. We will be alright.

It's not like we're going to stop going for good housing when we can afford it again. And hopefully the refugee wave will settle down at some point.

Edit: to add perspective on this, we have hugely increased our population over a couple of turns and no one is going into refugee camps. Just lower quality housing.

We're doing great.

That really does not matter for it giving Kane leverage. He can hoist us by our petard by claiming we're not making providing the same standard of living to nod refugees (of which there would be many, MANY more after he leaves), and pointing to our housing priorities as evidence, and just making that noise and forcing us to defend the choice worsens our bargaining position.

It is a weakness. It is a variety of THE weakness that nod's propaganda has always exploited, that blue zoners care more about themselves than they do yellow zones, you can count on it being voiced. We do not want that.

Getting the nod soldiers to defect, their workers to work for us, their scientists to bring their knowledge, and nod families to bring their futures.

Keep building apartments to get refugees to encourage their families and friends to join them, and leave Nod a shell of its former self.

And more than just base quality of housing - being able to point to an entirely new model of home made to help and preserve refugee's existing social structures instead of straining them would be a huge boon when arguing our ability to care for Kane's people when he's gone. It's bargaining gold, and we want it before he is here.

Which, again, he could literally be here Q1. That is on the table, and has been for a long time.

We're not going to get all of Nod. We're not even necessarily getting the best parts of Nod right now. It's been mentioned in text that we're getting a lot of older people, younguns with no training and other various dribs and drabs.

Now, the refugees are great and all and we should strive to adjust our housing ratio but we're not going to get Nod on the ropes just by refugees, if only because there are true believers out there and Nod is perfectly happy to lock people down that it wants sticking around.

I'm not really seeing how we could have stages of communal housing but not stages of apartments available. Communal housing's denser, but it doesn't take up zero land; we'd have to build it on sites that could otherwise have other kinds of housing.

If, with our current buffer, we can't wait one turn to start heavy apartment construction, or if there really are only two phases of apartments left and no viable substitute, we're already screwed no matter what we do. +44 Housing doesn't disappear overnight, and if it's just a question of housing immediate refugee waves, then yes, low quality housing is acceptable for the purpose.

Right now, the only people living in our low quality housing are either people who want to be there, or people who arrived in GDI territory within about the past seven months. Nobody else, realistically. The situation has the potential to be bad, but we'd have to shrug things off for a lot more than one quarter to let it get there.

That, or we'd have to run out of apartment phases faster than I think possible.

The rest of the GDI government doesn't get the money in that case, though.

It's like I said. From the point of view of "how much money is available for, say, the Department of Education's budget," it makes literally no difference whether we receive 550 RpT of income and 110 RpT goes to our spinoff departments, or whether we receive 660 RpT of income.

Us receiving 550 RpT of income and, at greater Political Support expense, arranging to spin off only 65 RpT of income or something is better from their point of view... but not by very much at all. They will only get a small fraction of that money, and their budget increases by only a few percent.

He can hoist us by our petard by claiming we're not making providing the same standard of living to nod refugees (of which there would be many, MANY more after he leaves), and pointing to our housing priorities as evidence, and just making that noise and forcing us to defend the choice worsens our bargaining position.

It is a weakness. It is a variety of THE weakness that nod's propaganda has always exploited, that blue zoners care more about themselves than they do yellow zones, you can count on it being voiced. We do not want that.
We can parade literally tens of millions of Yellow Zoners who were given the same kind of housing Blue Zoners have, within months of their arrivals.

We can also just play clips of IF fuming angrily about slots in arcologies going to stupid Yellow Zoners. Ironically, that would work to our advantage, because Initiative First wouldn't be crying this much if we weren't giving them something to cry about.
