At first I was trying to think of a way to do this so no project got finished, but I also had to do as many projects as possible. And it's not totally impossible with AA dice, more then one of these has a solid chance to complete even with just 1 AA die, but it's not a sure thing.
Besides, this plan is cool. It's got laser printers, xenomaterials, super medical plants, Liquid Tiberium Plants and Red Zone Energy Refits, a train running from Japan to Korea, moon mining, the latest AEVAs, laser weapons, submarines, sonic weapons, stealth disruptors. Lots of good stuff. A lot of it won't get done, but it will some day.
Not getting rid of my old vote mind, but I had the time for this.
We're at 5 Labor. While we have the Military Logistics Drones project to give us some more, that's a short-term stopgap for a notable labor crunch, and I will note that the leading plan does not have a good chance of completing even one phase of it.
Suffice to say that looking at our labor figures, yes it is an important project, but I don't consider it to merit a 5-6 Free die emergency rush job for something that isn't a Plan target. We've known about the labor crunch for a while now, and if we'd wanted to shoehorn in Nuuk Phase 4 with Free/AI dice we could have done so.
I think part of the reason more +Labor projects haven't show up is that, despite us doing AI and Isolinear projects, Ithillid decided the last few turns to stop making new projects so we could wrap up the old ones. (Outside of Agriculture, which was completely running out.)

Edit: As lightwhispers pointed out a critical failure is caused by two 1's anywhere in an actions dice pool. Of course since we only got one 1 it has no effect.
