I think it would be worth doing another round of Lunar Mining to feed into lunar industry and bolster the digging equipment up there.
Not much point sending people to the Moon with no jobs for them to do. We could use a lot more local production for the inevitable cities. 100R per turn is very little.
I'm sure there's a reasonable selection of job options for the permanent residents, not least because there's a large 'invisible' population of temporary residents already operating the mines.

If we can afford it, I won't say no, but I do want to be cautious about taking on 'extra' Orbital projects.

I don't think we'll actually have an economic sustainability problem on the moon in the medium term. If we were going to, we'd be screwed in the long term, because we can't reasonably hope to get 100,000 RpT of economic activity on the moon any time soon, but we'd definitely hope the lunar colony to be ticking over at well over two million residents within a few decades.

As a more realistic assessment, if we do 1-2 Tiberium dice and 5 Infrastructure dice per turn, we will be on-course to finish the Treasury's portion of the work in 3 turns, which is probably less time than it will take to actually lay all the rails to the Himalayan Blue Zone, even if the military can clear a path in that time.

I love the joke but I think that might actually be overinvestment beyond what we need to push. That's 42d50+135+507 = 1071+642 = 1713 expected progress. I'd rather push this out in 2-3 turns.
 
We have left it rather late though. We've got 5 quarters to complete the megaproject.
It needs about 16 dice to complete, and if we are going to avoid Q2/3 next year (which might not be needed as the whole corridor isn't going to be in flood for 6 whole months), then we are looking at 6 dice per turn.
A slower advance would be Q4: 4, Q1: 4, Q2: 2, Q3: 2, Q4 4.

To deal with her nervous energy, she did what she always did, and cranked the box.

She didn't know how much time passed, watches were a luxury out in the Yellow and Red Zones, but eventually a young man in a lab coat, face mask with breather, came to meet with her. He probably didn't want to breathe any of the air she might expelz and she didn't blame him.
