There is no way, no way, that the empress did not have enemies or ladies plotting her demise so they can take her place.

As such, im pretty sure the rumour is pretty saturated with even more scandalous info of her doing worse things.

The key here.. is to spread an even MORE outlandish gossip so that 'true' scandals are dissmissed.

This is actually kind of doubtful, because the Emperor and Elector Count of Reikland gets a say in what you can say about him and his wife. How far that goes in the Empire isn't explicit to my knowledge, but one could easily define treason as any offense against the sovereign. Even if not that, lèse-majesté regarding Elector Counts and the Emperor is probably in force to some degree, and there's probably also an element of blasphemy-is-the-same-thing involved as well, as the Emperor is Sigmar's successor and the Empire is Sigmar's creation and to bring either into disrepute would be blasphemy against Sigmar. (And this is a bad time to give the Grand Theogonist excuses to demonstrate his power.)

There's also plenty of edge case abuse to be done, like for example implying the Emperor's child is not their own could be construed as trying to tamper with the succession of the Elector Count of Reikland which is also classic treason.

Liche Priests are not human on account of no longer being alive, and we do not know anything about Catharyan Astromancers other than the fact that they claim to have brought down the Maw, an act that, if true is both impressive in scope and idiotic in execution.
Liche Priests are still alive, although there are probably days when they wish they weren't - even though their bodies are still subject to the passage of time and rely on preservation magics to hold them together, they never undergo the temporary 'death' that vampires do as part of the transformation.
There is little as bad as slavery, and even the worst depictions of Brettonian peasantry isn't as bad as it.
The worst depictions of Brettonian peasantry are literally just slavery without the name.

At worst the Bretonnian peasants are taxed 90% of their wealth and are so tightly held to their assigned lands that they often produce drooling inbreds. They have 0 social mobility and are stuck in one place for their entire lives, outside of getting levied to fight (ie. be arrow fodder). I won't diminish Kislevite slavery but the Bretonnian Serfdom is right up there too.

IT IS DECREED, that this declaration will be in effect for the entirety of the realm of Eastern Stirland, that some know as Sylvania;
IT IS DECREED, that this declaration will be in effect from this day until the last Vampire is driven from the Empire's borders.
May Sigmar have mercy on their souls.
@BoneyM should we take this as really meaning "in perpetuity"? because there are a lot of vampires...

True their hearts still beat once every decade or so but I would argue that is not enough to make them alive or human by any reasonable metric. After all a well fed vampire has a far better claim to the appearance of life. Hell they can even sire and birth children.

I raised the question previous, it wasn't answered.
I'm guessing its essentially a Battle Wizard Free Fire Zone until an Emperor declares Mission Accomplished.
Not only battle wizard fire zone but any experimentally magics they would like to try too. I don't know how much we would see of that though as the colleges like to keep secret about those. I also expect a fairly large amount of journeyman. It's not every day that battle wizards are given permission to unleash after all. It could be a very educational experience for a lot of journeyman to see some of the heights of magic being performed.

WHEREAS, it has come to the attention of His Majesty Emperor Luitpold I that the Imperial Citizens of Eastern Stirland are suffering under the yoke of Vampiric Oppression;
Does anyone else think this is hilarious?

I mean, there is political fiction that's barely credible and there is "I just noticed there are Vampires in Silvania" coming many centuries after it has become common knowledge.

Next thing he might admit there are beastmen in the forest.

I read it more as "So, turns out that destroying a single castle didn't magically make all the vampires vanish from the Empire. Might have actually made things worse by scaring the quiet ones out of the woodwork. So... we're going to throw whatever magic people we can spare at it."

Slavery isn't a singular thing, there's a lot of different types. Trans-Atlantic chattel slavery was among the worst of its kind and ranks pretty high on the scale of historical atrocities. That said, there do exist other types of slavery which are probably somewhat less abhorrent, though still evil and morally indefensible. Examples include debt slavery, wage slavery, penal labour*. Serfdom is also a type of slavery, really.

I'm not sure how Kislev's slavery works but its entirely possible that some parts of it might be better than the worst off members of Brettonian peasantry..

*which America still does, funnily enough.
