Starfleet Command, Stardate 21372.7

"Computer, play Starfleet Frequency 117.4 on speakers," you order.

"...-nd by, SS Husog Zoch. Stand by. Okay, commence beam-up of colonists from Point Two-Five. That is Point Two-Five."

"Understood,
Courageous, Tellarite Freighter Husog Zoch, commencing beam up from Point Two-Five."

"Thank you,
Husog, please advise when beam-up complete. All ships, remember to keep eyes firmly on those sensors, we're expecting trouble."

You are in your office at Starfleet Command in San Francisco. Through the open window you can see the Golden Gate Bridge that has been a favourite of generations of Starfleet officers. The gentle breeze is crisp and bracing. It's a beautiful winter's day here. You wonder to yourself what season it is for the settlements on Arcori III right now. You've just been given word from Ops that the USS Courageous has detected the missing Romulan D7 Cruiser skulking around the edges of of the system. It warped out before a response could be mounted, but everyone had a dreadful suspicion that this wasn't going to be the last of it. There's a strong covering force, though. The Courageous and Excelsior, plus Task Force Challorn, and a pair of Constellations from the Andor sector fleet to help cover the trip back to Machado IV.

It seems that after giving the Romulans a black eye last month, the Biophage has turned their attention upon you. The month starts with a probe into the Kiterunner system, where Starfleet Tactical Command keeps a listening post. The sensors on the post picked up an escort-weight vessel of unknown design, and is able to confirm a Biophage infection is aboard. The USS Challorn's task force gets there in time to save the outpost and destroy the infected ship. The real worry, however, is that we don't recognise the design of the ship. Could there be nascent starfaring cultures within the Neutral Zone, unaware of the enforced silence of space around them? Has our ancient feud with the Romulans just doomed a culture that may have offered much to the galaxy? It appears to have come from Area 2 of the Neutral Zone.

Less successful, however, is the attempt to reach the Liath V colony. Another vessel of the same type as the Kiterunner II probe appears in the system and even at maximum warp, the USS Challorn's task force does not get there in time. They destroy the vessel, and work to stop the spread of the infection. The USS Kumari soon reinforces them from Indi Beta, but over nine thousand colonists succumb across seven settlements before the infection is brought under control. Kumari's sensors prove invaluable in detecting the last pockets, utilising the latest research into the Biophage to fine tune their sensors. You try to focus on the fact that forty-six thousand were saved, rather than that nine thousand were lost. It isn't easy though. Losing so many on a sparsely populated planet continues to remind you of what a hellish nightmare this Biophage can be if it gets to a major world.

More of the cloaked shuttles make an appearance, too. The T'Seren had a complement of twelve, so with the sixteen that were used at the Romulan's Ithrid evacuation, and now four at Solitude and four at Indi Beta, both you and your Romulan counterpart are forced to conclude that the Biophage is capable of manufacturing new shuttles. The USS Courageous was left red-faced after missing the shuttles on approach to Solitude, but the Sarek was able to pick them up and destroyed the incoming wave. USS Excelsior did likewise in Indi Beta. We picked up some useful sensor data, especially from the upgraded Indi Beta sensor arrays. The new shuttles are effectively a warp-capable biological weapon, with a large chunk of bio-matter in the forward compartment. It seems that it is using these missiles to hit you without exposing the T'Seren to harm. Truth be told, it has you and your Romulan counterparts tearing their hair out.

As the familiar static of long-range subspace comms plays in your office, you hope dearly that the Biophage has used up their stock of shuttles. You drink your coffee and close your eyes. You listen and let some of your years fall away to when you wore a younger woman's skin and a less gaudy rank device on your shoulder. Back to when you served on the bridge of Constitution-class ships. You hear the voices of officers, the routine traffic that plays out many lightyears away. Memories wash over you as you listen. Those experiences make your ears perk up at a subtle shift in tone from one of the officers.

"Sensors picking up an anomaly, bearing two-two-four, mark oh-seven-three."

"What is it
, Courageous?"

"Stand by."



Time passes while you listen. Nerves begin to play up. An old war wound in your back twinges. Several seconds later the sound comes back.

"Fleet, this is Commodore T'Faer. There are four suspected cloaked shuttles inbound. Defend the convoy."

"Red Alert, Red Alert!"

"Lock in formation."

"
Challorn is shifting to take the port guard."

"All weapons powered."

"Confirm four cloaked shuttles. Confirm presence of the Biophage. This is an attack!"

"They're coming in high, USS
Docana, Polaris, this is your sector."

"We're on it. Acquired!"

"Routing power from engines to weapons."

"Direct hit, shuttle in sector six gone."

"One is shifting into sector five, careful."

"Shuttle destroyed, two left."

"Miss, miss, careful, that one in sector-"

"There are still uninfected people on that ship, Commodore, I won't fire on it until there aren't uninfected left to save."

"You can do nothing but increase the risk of losing your own ship,

"There are still uninfected lifesigns! Let me get them off! We have three hundred, but there's still over a thousand lifesigns left!"

"Two more shuttles destroyed. Watch the fourth, it is drifting into your sector

"We have it. Further report, third wave! Four more shuttles! Also sector three."

Excelsior, this is Commodore T'Faer. Captain O'Hara, you are relieved of command. Your first officer will take command now."

"... Commodore, this is Commander Yamada, I'm ... taking command."


You wash your hand over your face and let out a sigh that seems to come from somewhere ten floors below you. You keep listening, but no further waves appear and the convoy warps out towards Indi Beta en route to Machado IV. It could be a lot worse, you know. But, it could be a lot better. Captain O'Hara is a popular figure on Earth as commander of the explorer usually stationed in Sol system. Having him relieved of command by T'Faer could lead to a bun fight. But if you don't back the Commodore in this, there could be another set of ramifications. You'll have to look at options and consequences. Still, this month has seen thousands die to the Biophage and the threat grow, rather than diminish. But the scale of your response is continuing to grow, and your researchers are working around the clock to find the cure.



Internal Diplomacy Report, Federation Councillor, Emergency Committee Chairman Hayley Singh

We have undertaken steps to bring further assets under Federation authority, both reaching deeper into the pockets of the nearby Andorians, and also to the other member nations. We expect that you will soon have many more resources made available to you. So far there are no rumblings or complaints. A number of media outlets, such as Federation News Service, were covering the attack on the Arcori III evacuation. The tale of T'Faer versus O'Hara is playing out on a number of channels, and the Human representatives on the Council are up in arms that the Captain could be relieved of command for trying to save all possible lives, while the Vulcans can't understand why the Captain shouldn't be punished for putting the Few ahead of the Many. Despite this conflict, however, the horrifying scenes have helped drive home the threat of the Biophage to the Federation. Any lingering opposition has gone silent overnight.

We have started an exchange of contacts between the Federation and the Klingon Empire. They are receptive to the idea of arranging these data exchanges, but there will have to be a lot of work put in to satisfy everyone's security concerns. Not to mention the actual technical feat, which is no small matter itself.

Starfleet Tactical Command Report

Admiral, our runabouts have returned safely to Indi Beta, and their crews are enjoying a day of much needed down-time. Their reports are in, and it looks like that area of the Neutral Zone is clear at this present time. Doesn't look to be much that would interest the Biophage for that matter, just three abandoned and cleared-out Romulan bases and one marginal Class L planet.

Also at Indi Beta, the team of Engineers from Andor have finished beefing up the weapons and sensors of Indi Beta. She now mounts another set of photon torpedo launchers, and a quarter of potent phaser banks. We can now deploy ships out of Indi Beta with more confidence that our outpost will protect the civilians around her.


The new set of Convoy Protocols that your command cooked up have now been disseminated to all Starfleet captains, and we think they'll help save lives and hulls in the future.

Meanwhile, a line of communication has been opened to T'Faer's Romulan counterpart in the Quarantine Fleet. She cannot command them directly, of course, but she is now able to hammer out joint operations, as well as provide and receive reinforcements during crisis times. Imagine, Romulan warbirds crossing the Neutral Zone to aid a Distress Call, not to cause one!

Starfleet Expedition to Machado IV Report

Our Medical Team on Machado IV has completed our evacuation camp on the surface. It all still smells of plastic and sealant, and there is a bug-list that would reach the top of an Andorian's antenna, but it's up and running. Even if we had to finish building parts of it around the incoming refugees from Arcori III. Those people ... they're settling in pretty well, but a lot of them are shook up with the loss of that refugee ship. To lose nearly a tenth of your whole colony in moments, well, I can't say I blame them. We're providing counsellors and plenty of supplies, and doing all the necessary medical checkups. Commander Sahraav th'Zithar has taken command of the evacuation site and is doing yeomen's work, Starfleet Medical Command can't speak highly enough of him.

Up in orbit, the outpost is continuing to take take. The reactor cores are installed, along with the inner major bulkheads and the outer docking rings. It's all beginning to flesh out nicely, and is still on schedule for becoming operational next month.

Biophage Vaccine Research Report, Starfleet Medical, Infectious Diseases Institute, Rear Admiral Park Seong-Ho

Admiral, we are continuing our research into this disease. The assistance of another team from the Vulcan Science Academy is welcome. They have taken over attempts at a vaccine while we have returned to trying to analyse the Biophage as a whole. We have been exhaustively analysing the Dunwich IV colony site and the sensor data that we have retrieved from the Starfleet vessels involved. We should have something to report soon. The team from the Vulcan Science Academy are by no means specialists in this area, and we are very, very, very careful with how they access the material in question. Thankfully Vulcans do not need to have warnings repeated. They have nearly finished off a series of Sterilisation procedures that will no doubt help lead to more efficient ways of clearing ongoing infections.

Enterprise-B assists in the Evacuation of Irthid II

Nash Ka'Sharren hates waiting.

The Andorian officer suppresses an urge to squirm impatiently in her captain's chair as she watches Romulan evacuation transports slowly move across the viewscreen.

The Enterprise Captain especially hates waiting for something that may never happen, the open chasm of endless boredom opening up before her.

The only thing that made the wait bearable is that boredom is far superior to an appearance by the Ulith III bioplague. Or as the Romulans still call it: "The Inflictor"

Samhaya Mrr'shan seems to read her long time superior's mood, "Devoras reports that the evacuation is continuing to proceed on schedule"

There; an end was in sight, and perhaps soon Enterprise and the Romulan Quarantine Fleet could leave the system. Waiting here with something potentially stalking them all with malicious intent made the Starfleet Captain nervous.

The Andorian betrays none of this roiling cocktail of anxieties and worries; leaning back in her, calm and relaxed, "Mr Zaardmani. Anything on sensors?"

The science officer looks up from his station, "Presumably you mean anything out of the ordinary?" Nash waits, the man is ornery sometimes, but among the best, "Nothing except a few scattered sensor ghosts, Captain"

Ka'Sharren nods, "Continue Mr. Zaardmani" she suppresses a sigh, and looks about the bridge; everything is operating smoothly, there is nothing to distract her.

She considers reading Commodore T'Faer's dispatches again, but she's already been over them -three times.

She considers going over the information that the Romulans have handed over. But she's already done that too. Though something in her still expresses surprise at having any information from the Romulans -especially information freely given.

It has been an interesting experience working with the Romulans. They can be very… intense. Prideful, arrogant, and xenophobic; yes. But also clever, loyal, and passionate, never giving anything less than their all . Nash has actually found herself liking them more than she anticipated.

Then again this will be second time she's become allies with an Empire she once fought.

The signing of the Khitomer Accords with the Klingon Empire are only ten years in the past.
She remembers that then-Lieutenant Ka'Sharren had taken a while to come to terms with friendly (Or at least not overtly hostile) Klingons and the experience had prepared now Captain Ka'Sharren to learn to work with the Romulans… or Rihannsu as they are known in their own tongue.

Even with her growing sense of… not ease, but understanding of Romulans, there is still a mild sensation of surprise every morning she wakes up and Enterprise still hasn't fallen into a trap. It's a pleasant surprise though.

Speaking of Romulans….

"Sam. How long has it been since I last talked to Devoras?"

"Commander Velim, you mean?" The Caitian gives a feline smirk, "A half hour Captain, I'd wait a bit longer if I were you; you don't want to seem desperate after all!"

Nash sighs, "I'm bored Sam, not desperate."

"Yes, ma'am." The Caitian says smugly. She knows her friend and commander. She's seen her commander like this before... hopefully Lieutenant Leaniss won't be too jealous.

The Andorian suppresses a yawn and watches a converted cargo ship crawl across the wispy clouds of Irthid II, former home of a hundred thousand Romulan colonists. She idly wonders what life was like for the colonists.

Nash Ka'Sharren considers that while she may be bored, at least that means that everything was going according to plan, and she would be able to send Admiral Kahurangi a message that essentially said: "We are all fine here. How are you?" Fancier of course, with technical terms because the Enterprise Captain was pretty certain that her dispatches were being forwarded to the Federation Council as well. Cooperation with the Romulan Star Empire isn't exactly an everyday occurrence after all.

The Andorian is mentally stringing together fancy sounding and diplomatic phrases for her dispatch when her science officer makes a loud (and rather rude) exclamation.

Zaardmani blanches and spins around in his chair, "Ships decloaking! They're raising shields"

The Enterprise bridge explodes into carefully planned and controlled chaos as the woman in the centre seat calls for Red Alert.

"Direct courses for the cargo ships!!" The Tactical officer hisses in calm alarm as the screen snaps to a view of small green craft plunging into boxy behemoths, "Direct hits ma'am!"

"Bring us about Mr. Stol." The Captain is calm, almost relaxed. She's always been the sort that thrives in this sort of adrenaline filled atmosphere.

"Aye ma'am" says the solid Vulcan, as on the viewscreen the Devoras dives on the Biophage infected transports catching three of them in deadly green lances.

The fourth shape briefly elongates, and in a flash of infinitely bright light is gone.

Zaardmani reacts swiftly, "I'm feeding her path to the Romulans now ma'am"

Within seconds one of the Romulan D7s flashes as well, moving in hot pursuit.

Mrr'shan frowns, "I don't like it"

Her Captain nods in understanding, "They shouldn't be sending her off alone."

Minutes pass and the crew maintain their ready status, Red Lights flashing along walls.

Commander Ajam all but charges onto the bridge, "The Warbird? Or Miracht?" she looks over at the Tactical officer as she settles into the rear console next to Mrr'shan, displacing a rating.

"Neither. Cloaked shuttles. We lost four of the evacuation transports" the Tactical Officer's tone is clipped and the First officer's face is briefly pained before settling into a professional mask.

"Receiving a dispatch from the Romulans ma'am. The D7 has encountered Miracht."

Ka'Sharren's face hardens. She gives the outdated cruiser even odds of not returning. It should never have been dispatched alone. An error on the part of the Romulan Admiral.

The minutes tick by, her well trained crew barely betrays the fear and strain they must feel; Ka'Sharren is proud of her people. She knows that together they will get through this crisis, even if it is a long and difficult fight ahead.

There is a calm of sorts as the convoy begins to break orbit, surrounded on all sides by Romulan defenders, and Enterprise herself watching from "Above" the plane of the system, a set of watchful eyes that would not be fooled again.

The short calm is shattered by the science officer's triumphant shout, "Captain! I'm picking up those sensor disturbances again… transmitting to the fleet"

It is the work of moments for the Devoras to swat the second wave of shuttles from the sky, careful use of plasma torpedoes annihilating the small craft without danger.

The third wave deloaks and meets a similar fate, shuttles coming in on the convoy's port side efficiently blotted out by a warbird, the small vessels swooping in on the smallcraft spitting green fire.

Captain Ka'Sharren begins to relax, still mindful of the danger, but growing more confident in the Quarantine Fleet's reflexes.

This means that she is sadly disappointed in the reaction to the fourth wave.

The wave of shuttles is again detected by her science officer, but someone in the Romulan fleet has horrifically misjudged the intended target of the shuttles: the Romulan Admiral's warbird itself.

For a moment it looks like the heavy warbird will avoid anything more than embarrassment; a quick shot eliminates the first shuttle and the next two smear themselves across her shields.

It is a false hope however: the fourth strikes true, spilling her terrible cargo into the warship's innards. Captain Nash avoids imagining the horror and chaos erupting into the Romulan starship's innards.

Zaardmani spins towards the Mrr'shan, "We can cauterize this! We can cauterize this!" he speaks rapidly, "Hit her with a photon torpedo; then I will hit her with a focused Cartsev radiation pulse. That should cauterize her!"

"Do it" the Andorian Captain instructs.

The Caitian has none of the human's excitability, she sits calm, hands poised expectantly above her tactical console "Feed me the information"

Commander Ajam watches the data appear on the Tactical display, and opens an audio channel to the stricken warbird, shouts of panic spill over from the other end as she calmly gives instructions "-I repeat: this is Enterprise. Drop your shields and maneuver your vessel so that your keel faces towards Enterprise. We will cauterize the damaged areas. I repeat:"

On the viewscreen the Admiral's warbird slowly begins to spin on her centre axis and Lieutenant Stol maneuvers Enterprise herself into a prime firing arc.

The Caitian Tactical officer releases a short hiss, "Ready ma'am"

Ka'Sharren chops her left hand downwards, "Execute!"

Mrr'shans's hand drops as well, onto the firing control and a speck of sparkling red light streaks from one of the Excelsior class vessel's torpedo tubes, flashing over the intervening space and impacts the the other Warship with a blinding burst of light and scattered debris.

The science officer runs his hands over his panel much as those of a virtuoso does a piano's keys, and smiles in triumph as he hits activates Enterprise's main deflector, a focused burst of blue energy enveloping the underside of the Romulan flagship, "Scanning… scanning…" he smiles tightly, "Got the bloody beast!"

There is muted cheering on the bridge. It quickly silences itself; this is no time for distraction: There may be more waves of shuttles or even an infected starship inbound.

These are very real fears that prove thankfully unfounded; the rest of the evacuation goes off without further difficulty. Though with silence from the Romulan command ship.

"Trying to raise Devoras." Commander Ajam says, as the convoy jumps to warp, fingers playing across her console, "The Admiral is still not responding to hails"

The view of the sadly smaller convoy is replaced by Commander Velim's predatory visage, "Captain Ka'Sharren. My thanks for your vessel's efforts…" the Romulan's eyes scan around the bridge, "Your crew helped to prevent the situation from further deterioration"

Ka'Sharren smirks, "We saved your Warbird's hide you mean." Nash enjoys the opportunity to tweak the Commander's nose. The Commander seemed to appreciate the banter as much as she did. Or at least the opportunity to be rude to a Starfleet Captain. Nash appreciated the effort the Romulan put into her dry wit.

They both also know that the byplay is a method of distracting from the horror of their situation. It was easier to banter than wallow in the loss of four entire evacuation transports full of civilian colonists.

There is a brief moment where something passes across Velim's face, "Sadly it seems my superior was unable to live with the Shame of of their failure."

Ka'Sharren pauses briefly wondering if Velim will take command, and wonders what to say, "My Condolences," she says, simply.

"It was an Honourable way to atone for the failures," Velim says, face twisting into a frown, "Though I cannot say it has been a great loss. Not after today's performance"

Ka'Sharren nods,."The loss of the transports."

"And the disappearance of Terrh." Nash admires the anger on the Romulan's face, it is very pure. "We will need to do better in the future. I will be in contact again soon. Devoras out."

The image cuts out, returning to the streaking lights of warp speed. Captain Ka'Sharren considers that at least this situation has an upside. Federation and Romulans not just talking, but cooperating and fighting together. Trusting each other.

Of all the surprises of the last few months, it has been the only pleasant one.

Exercising Diplomcy
IRW Devoras, Stardate 21375.2

Nash ka'Sharren blinks as the motes of exotic energy flutter and disperse around her, leaving her on a Romulan transport pad. She gives the area a quick look-around. It is her first time on a Romulan vessel after all. Well, at least as far as the Romulans know; there was that incident at Canbor VI... Everything in the room is a shade of dark green. Nash supposes it ought to be a comforting colour, but something about the shade lends everything almost as much menace as the blood-red and cold steel of Klingon designs.

The officer behind the transporter controls eyes the Starfleet captain suspiciously, and when the doors to the transporter open to admit a security officer, his look is no less suspicious.

"Captain ka'Sharren, you are early for the meeting," the security officer says in clipped tones.

"Commander Velin asked me to come aboard early for a discussion," replies Nash.

"I was not informed of this," replies the security officer. "Wait here." He steps outside, but returns swiftly. "It seems you are right, but you are early even for that."

Nash shrugs at that. "Commander Velin just said come early."

A dark and probing look comes over the security officer, and Nash bites back comments about over-paranoid Romulans. "Very well," the Romulan says. "Follow me."

A trip through a maze of emerald corridors follows, broken up by a long turbolift trip. By time that they arrive at their destination, Nash is beginning to wonder if the good Commander is showing off the size of the Heavy Warbird, which has slightly more mass behind it than the Excelsiors. Even if the Excelsior is still a better designed, more balanced ship. And really, cloaks are just ways to get into more trouble, and space already provides plenty of those.

The security officer stops by a door marked Exercise Room and hit an intercom button beside it. "Commander, the Federation Captain is here." The door opens moments later and the security officer ushers you within.

Inside Nash finds a room that appears rather out of place, with wooden walls and a firm but springy matting underneath. It takes her a few moments to realise that there was holographic technology at play, and wonders if this is something the Xyrillians sold to the Romulans. There were moves afoot in the Federation to be able to make something much more comprehensive in the future, but this seems pretty close to state of the art. It doesn't have the proper smell, but the look and feel is just like a training hall, high in the mountains away from civilisation.

Commander Velin and another Romulan officer that Nash doesn't recognise are present, the normal grey patterned uniforms eschewed for sleeveless green shirts and loosely fitted pants. A ceremonial looking sword is held by each woman. Velin has a thin sheen of sweat as she stretches, then turns to her comrade. "That will be all, Sub-Commander, return to your duties."

"Yes, Commander."

Nash steps aside to allow the officer to depart, then cocks an eyebrow at the Commander.

"That is an almost Romulan looking gesture," muses Velin. "Many would doubt that civilisation can truly be taught, but I guess you're full of surprises."

"Romulan civilised? No fear of that, Commander," replies Nash. "I could spend my whole life dedicated to it and still not end up half as paranoid as that."

Velin smirks at that and points to a sword resting on a rack. "They're holographic," she says, and demonstrates by striking her palm with the edge of her own weapon. A loud 'brrzt' sound echoes in the room.

Nash laughs as she pulls the weapon from the rack. "I should warn you, Commander, as an Andorian I practice for Ushaan. You may find me a far more dangerous opponent than you expected."

A human would have missed it, but Nash is just able to discern a muttered, "I already have," from Commander Velin.

"So what did you want me here to discuss?" asks Nash as she places the sword back on the wrack and strips off the cumbersome overcoat of her uniform, leaving her with a white undershirt.

"After the debacle at Ithrid II, my warbird and your Type-E are the only battlecruisers-"

"Explorers."

"-in the fleet," continues Velin. "I want to make sure we're on the same page."

Nash steps out onto the practice mat, taking a few swings to get the feel for the weapon. "As far as I understand it, the Enterprise is here to use its sensors for early-warning. Wow, you actually feel the weight behind this sword."

"Clever use of force fields and transporter technology," says Velin offhandedly. "And we may need your phasers now that we've lost the Admiral's disruptors a lot more."

"We'll do our part in a fight." Nash grins wickedly as she settles into a stance. "No one can say that any Enterprise would ever run from a scrap."

The two ship masters come together in a blaze of steel, the sound of the weapons coming through pure and sweet. The weapons tie up in a bind and Velin's leg crashes through behind Nash, who tumbles to the mat. A desperate roll backwards spares her a quick end to the fight, Velin's weapon thrusting into the mat where Nash landed. The two foes begin to circle warily after that.

"The new Admiral is considering using the Enterprise as a flagship," says Velin. "Access to the sensors and quicker coordination with Starfleet."

Nash snorts. A Romulan Admiral on her bridge? That'll be the day. "I may have to run that one through Starfleet Command, there are regulations there."

"Of course."

"Sounds dangerous, though," continues Nash. "Your Admirals sound accident prone."

"You can't reach Admiral without a keen sense of duty."

"More like a lucky streak."

Velin's brow raises again. "If luck is all it takes, your promotion should come through any day now."

"Hey, my ship runs on skill and talented junior officers, not luck," protests Nash. "Well, maybe a bit of luck, too, but..."

Nash abruptly slashes in on the attack, nearly catching Velin off-guard. But in a four-blow exchange the buzzer sounds when Velin's strike catches her across the wrist. "Damnation," mutters Nash as she steps back.

Velin's face splits into a predatory grin. "You'll need more than luck here."

"Heh. So, are we just going to camp here in Alepsis II orbit? It is the last Romulan colony in the quarantine zone, after all," asks Nash. "I appreciate the peace and quiet we've had last month, but I'm pretty sure we can't simply rest."

"That's undecided. We'd like to evacuate here, too, but if the Federation can keep their evacuation plans ongoing, soon we can have our Vulcan kin in Solitude, plus the million colonists of Alepsis II as the last places to defend, then we can sweep up along the Neutral Zone and burn the Inflictor away." After a moment, Velin shrugs. "Or our scouting forces can turn up the Inflictor early and we go counter attack. This constant defence is unbecoming."

With that the Commander attacks again, thrusting in a blow only barely turned aside. They bind after another exchange, and Velin again tries to sweep Nash, but the Andorian hooks her foe's foot and grabs a hold of her shirt. Falling backwards, she throws the Commander across the room. Nash is on her feet and lunging as Velin scrambles to regain her footing. A loud buzzer sounds again, the holographic sword sweeping right through Velin's neck, leaving no external mark. Velin looks up with wide, startled eyes.

The door opens to readmit the Sub-Commander from earlier, now back in uniform. "Commander, it's time to prepare for the ... uh..."

Nash grins at the startled Sub-Commander and walks to the weapon rack. "Don't underestimate Andorians." She then feels the lightest of breezes, and then a tap as Velin's lays the flat of her sword on Nash's shoulder.

"Point. And don't turn your back on an armed Romulan."

"Point."

Velin sighs and walks past Nash to place her weapon the rack. "Computer, End Simulation. Can't believe you decapitated me."

"Hey, there's a club for people who have lost to the Enterprise and its captains but can't believe it," informs Nash as she stretches. "It's called the Beta Quadrant, and it meets at the bar."

Velin picks the weapon up off the rack again. "Actually, one more round. I'm going to make you eat those words."

Nash just grins.

Disaster has struck in the Romulan Border Zone as the omnivorous deep space organism termed the Ulith III Biophage strikes Federation colonies. Attacks were made in no fewer than five locations, including Solitude, Liath V, Arcori III, Indi Beta, and Kiterunner. Over ten thousand are feared dead across these attacks, including two thousand who were lost when their evacuation ship was rammed in Arcori III orbit.

The political aftermath of Arcori III also continues, with some colonists in the RBZ openly questioning Starfleet's ability to ensure their safety. The removal of Captain O'Hara from the USS Excelsior has also rankled many human notaries. These factions received aid from an unexpected quarter today, with Councillor Stesk openly breaking ranks from his Vulcan colleagues to praise the actions of O'Hara, saying that the finest traditions of Starfleet are those that preserve life, and that the Captain's actions are logical in that light. Meanwhile, the Andorians have formed up behind the Vulcan majority in calling for Captain O'Hara to be sanctioned, whereas the Tellarites are split. The Federation Council President struck a cautious note, saying that it would never be becoming for Starfleet officers to be quick to take life, and that the full consequences of the Captain's actions would not be known until after the crisis concludes, so it should be placed on hold until then. Subsequent to that, Starfleet Personnel Command announced that Commander Yamada would remain in command of the USS Excelsior for the duration, while Captain O'Hara returns to Earth on gardening leave.

Despite the fierce debate on this topic, however, the Council remains united in the face of the Biophage, unanimously increasing their contribution to emergency relief efforts.

Crucial research into the Biophage continues, and Starfleet Medical states that they are confident breakthroughs are coming soon.

Use teams to accomplish tasks that match their type. In other words, if you want to accomplish a Civil Engineering action, assign a team with the Civil Engineering Team type. If you want to accomplish an External Diplomacy action, assign a team with the External Diplomacy Team type. Some actions are special, and require a particular sub-type. Teams that have a sub-type can still accomplish all normal actions of that type, but can also accomplish special actions. For example, if you want to do an Industry action like building armoured freighters, which requires the Heavy sub-type, you need to use a team that is marked Industry (Heavy) Team, such as the Earth Industrial Concerns team.

Research can be accomplished by any team, but will progress faster if they have the same specialty. The exception is Biophage research, will will cause any team that isn't the Infectious Diseases Lab or the Vulcan Science Academy to be eaten, so don't do it :(

A multi-turn task will continue until complete. Some tasks will involve dice rolls behind the scenes, some tasks will be automatic-successes.

At present you have a small portion of the full assets of the United Federation of Planets, mainly your quick response Starfleet assets, and nearby Andorian ready assets. You may recruit more teams via Internal Diplomacy, which is effectively requisitioning units. The Federation Emergency Council has arbitrary authority, and any mobilisation it makes will be automatically successful.

Sector Command's Report, Commodore T'Faer, Stardate 21407.5

Making my report as required, Admiral Kahurangi. After the irregularities of the previous month's evacuation effort, I can report that this month's effort has been peaceful. The evacuation of Liath V was undertaken by the Starfleet Medical Command with a number of cargo ships and Starfleet Hospital Ships. A total of 49,213 colonists survived the early attack on the colony, and these colonists are now settling in to Machado IV.

We encountered no attacks from the Biophage during this period. However, Starfleet Tactical's team of scouts delivered news that an inhabited world had been located, already consumed by the Biophage. Best estimates show the world to have been a colony world of a species we have not yet encountered, with ten thousand inhabitants living in biodomes. It is difficult to ascertain precisely what level of technological development they were at. However, debris found it orbit matches that of the escort-class vessels that attacked at Kiterunner last month. Ergo, we may assume they are a warp-capable culture if, indeed, they still exist.

I led a task force consisting of Sarek, Kumari, Challorn, and two Centaurs, and arrived to investigate the planet. From our investigations, the planet was infected two months ago, seemingly from orbit. The world was held for as long as was practicable, and allowed further research to be undertaken. A canister of Electro-Plasma was dropped on one site to test its efficacy against the Biophage, and proved satisfactory.

Our Betazoid attachments were transferred to the Centaur-class escorts and sent lower into the atmosphere to experiment. They received ineffective fire from functional surface batteries, which were neutralised by phaser fire from the Sarek. The Empaths reported debilitating sensations the closer they came to the infected Biomass. They report that the thoughts and minds of those consumed live on in a collective whole. They were able to determine that the homeworld of this species was not in this Area, but in Area 2, though they are not sure where. The experience of such a jumbled hive mind is apparently deeply unpleasant.

We encountered in orbit the debris of one ship that we believe was struck by the infection beam weapon of the Biophage's major units. The Vulcan Science Academy detachment was able to study this debris before it was sterilised, and drew some conclusions as to its mechanism.

With regards to the incident with Captain Michael O'Hara of the USS Excelsior. While I regret the necessity of the action, I maintain it was the correct action, as borne out by the fact that the infected craft did, in fact, escape. However, as has been suggested to me, this is an inefficient time to air such concerns, and I will refrain from revisiting them until the conclusion of this state of emergency.

Starfleet Shipyard Operations Report

All three Oberths have been commissioned into service in a lamentably foreshortened ceremony. Although unavoidable in the current state of emergency, Vice Admiral Sousa had keenly wished for a more prominent launching ceremony to show case so much scientific capacity joining Starfleet. She does suggest that one of them could even be attached to Commodore T'Faer's RBZ fleet, where although a direct combat liability, their powerful sensors may help free up an Excelsior for combat duty.

Starfleet Engineering Command Report

Engineers completed a pair of crucial objectives over the last month. First the Tellarite Mining Expedition, though smarting from the loss of one of their cargo ships in orbit around Arcori III, returned to that world. There they used powerful charges to destroy the shipyard to prevent its possible capture and misuse by the enemy. On the more constructive side of the fence, the team from Andoria travelled to Solitude Outpost and began to process of improving the weapons and sensors on that platform. Starfleet's own Engineers are still at work around Machado IV setting up an outpost with powerful sensor arrays, and say that they will be ready during the next month.

Ulith III Biophage General Research Rush


The general research on the Biophage has revealed many new results, which has been provided to the Infectious Diseases team to further their work. The access provided by Commodore T'Faer has led to advancements, and a more comprehensive understanding of the Biophage's infection beam. Further, the efforts of reviewing the Dunwich IV record has revealed its own, disturbing, secrets. This has been confirmed by the experiences of the Betazoid empaths. Effectively, the Biophage subsumes the memories and personalities of all those that it consumes. They all live on in a hideous sort of half-life. Paraphrasing the Vulcan report, of course. Dunwich IV maintained faked communications to hide its infected status in large part because of the Biophage's ability to take over these details. In some cases this even extended into fooling distant family members into believing kin on Dunwich IV were still alive. Biophage Vaccine Research Rush

We have discovered a number of mechanisms for safely disposing of the Biophage samples, though they all require technologies that would not have been available to the Romulans at the time they were investigating this organism. Starfleet Tactical Command Report

Admiral, this month Starfleet Tactical has begun another scouting assignment within the Neutral Zone, taking in Area 3. We have located a colony world of an unknown species but, regrettably, not before the Biophage. Commodore T'Faer can no doubt provide the full story there. In other news, our special tactics team is taking on further research in directly combating the Biophage in the field, while T'Faer worked to improve our responses to cloaked suicide shuttles.

USS Enterprise Report

We have continued to hold position around Alepsis II. The presence of a shipyard capable of producing Birds of Prey, with 1.2 million colonists, has the Admiral very hesitant about deploying afield. However, scouting into Area 2 has apparently been encountering resistance, and after the destruction of two scout craft has been abandoned. I am told that we will be preparing a reconnaissance in force into this area next month to determine what is present. Clearly there is something present that the Biophage would prefer we not have. When we do, the Admiral will set up on our auxiliary bridge, but not before. He hasn't asked, and I haven't offered, to allow him to move his flag here full time. I have been working carefully with my security officer to limit our exposure during this time, and will ensure security personnel are present, both for their security and our security, as well as a technical expert to ensure no foul play occurs to the computer system.

I have warned the Admiral outright that any suspected Tal Shiar agent is to be left behind, because if I suspect anyone they're going to be teleported only halfway home.

Beyond that, I have done my level best to keep up our diplomatic relations with the Romulans. I am sure you would be most proud if you were here, Admiral. I have learned many fascinating things about Romulans and their culture. I don't know about any kind of lasting friendship, but I do harbour great hopes that this time of crisis can give birth to a defrosting of relations, and an understanding.

Or at least lead them all to be less jackassed.

We have taken into account all available information pertaining to the Ulith III Biophage and it is the opinion of Starfleet Intelligence that this was not released as a deliberate act of sabotage by the Romulan Star Empire. We believe they are genuinely terrified by the potential ramifications of a spread of the plague and are seemingly uninterested in taking any chances with it.

While this is reassuring to most of our analysts, the implications are disturbing, to say the least.

Opinion on Potential for Klingon Intervention

Forces have built up on the border, but the Andorian Ambassadorial team reports that a good rapport is being maintained with the Klingons, and that the increase in forces appears to relate solely to avoiding a repeat of their lost colony.

During the current crisis I have had the first ship loss to occur on my watch: the USS Miracht, lost with all hands when she was ambushed by the infected T'Seren. It's a grave and terrible feeling, to know that brave officers and crew have perished under my watch, let alone in so horrific a manner. I desperately wish to destroy the Miracht, not from bloodlust, but from compassion. The thought of being strung up as bio-circuitry while still semi-aware of what I was enabling ... brr. That's blood curdling.

But the cycle of life is always continuing. Where the Miracht has left the Starfleet Registry, three new Oberths have joined the fleet. The celebrations are muted with the ongoing crisis, but I know that the Federation is thrilled to see Starfleet make good on the need for Oberths so early into the ten-year window, with one extra besides. They have been reassured as to the directions that Starfleet is headed and, I believe, a little more relaxed about the drumbeat of Excelsiors.

A report that the first stage of an anti-Biophage vaccine has been released led to jubilant scenes in the evacuation camps at Machado IV. Sources close to the Federation Council and Starfleet Command expressed confidence that this is the beginning of the end for the plague menacing the eastern edge of the Federation. Although it is a highly exotic techno-organic compound, an enzyme-jacketed trilithium compound that can be thinly layered on starship hulls has proven effectively in dramatically slowing down infection, and gives hope that a full cure may be found. Researchers a confident a more commonly-found substitute can be used for the trilithium component, as well as one that will allow dosing of sapients in the threatened areas.

To help learn more about the source of this crisis, one of the newly commissioned Oberth-class science vessels has been dispatched to the Romulan Border Zone fleet to assist Commodore T'Faer.

In other news, the Federation Council is pleased to comment on the thawing relations between the Federation and the Romulan Star Empire.

Use teams to accomplish tasks that match their type. In other words, if you want to accomplish a Civil Engineering action, assign a team with the Civil Engineering Team type. If you want to accomplish an External Diplomacy action, assign a team with the External Diplomacy Team type. Some actions are special, and require a particular sub-type. Teams that have a sub-type can still accomplish all normal actions of that type, but can also accomplish special actions. For example, if you want to do an Industry action like building armoured freighters, which requires the Heavy sub-type, you need to use a team that is marked Industry (Heavy) Team, such as the Earth Industrial Concerns team.

Research can be accomplished by any team, but will progress faster if they have the same specialty. The exception is Biophage research, will will cause any team that isn't the Infectious Diseases Lab or the Vulcan Science Academy to be eaten, so don't do it :(

A multi-turn task will continue until complete. Some tasks will involve dice rolls behind the scenes, some tasks will be automatic-successes.

At present you have a small portion of the full assets of the United Federation of Planets, mainly your quick response Starfleet assets, and nearby Andorian ready assets. You may recruit more teams via Internal Diplomacy, which is effectively requisitioning units. The Federation Emergency Council has arbitrary authority, and any mobilisation it makes will be automatically successful.

To vote, simply start looking for the actions that you want to take in this turn, then look to see what teams you have that match those actions. Then list down the teams and the actions that you are assigning them. If you don't want to give a team an action and just have them cool their heels for a while, that's fine.

For example...
