I dunno, they did kill six boatloads of civilians. If they had forced the cargo ships to surrender and then scuttled the vessels but spared the crew I would be ok with giving them a pat on the back, as is I think too many civilians died to be totally ok with it.
 
I don't think they shot the lifepods, but given how fast the attack was I doubt much of the freighter crew made it to the life pods.
 
They may have simply grabbed the lifepods.

I'm not saying nobody would have died on the freighters in an attack like this. That would be stupid. But we shouldn't make too many assumptions about what did and did not happen from the rather terse, sparse description of the attack and (especially) its aftermath.
 
I'd be very surprised if they shot the escape pods. If they want to send a message, they'll need the survivors to send it. If they want to fight a war, having prisoners would be useful for numerous reasons.

Killing out of revenge with no pragmatic goal seems out of character for the apiata.

If they wrecked the waystation, then anybody they left stranded in that system would be weeks from rescue. I'm not sure they'd actually survive.

But honestly, at the moment we just plain don't know enough to be sure what happened. I imagine it'll become clear soon.

Well, it doesn't specify which 4 of the 16 subsectors lack a listening post. I suppose leaving out the subsectors including Ferasa (starbase, too deep to provide early warnings), Fiiral/Hassonus (Seyek territory and they have two outposts), Kharhazad and Gervanis (avoid diplomatic incidents) makes the most sense. So something like this?

 
Rereading the scene, it never talks about escape pods from the freighters, only those of the Sydraxian escort. It also specifies that the apiata stick around for half an hour after destroying the escorts. Half an hour is an awfully long time to shoot down a bunch of escape pods, but a reasonable amount of time to capture the crews. That's probably what happened.

On a hopefully unrelated note, I keep picturing Clozzidra as a miniature Yellow Diamond with antennae.

And the Apatia should be terrifying at boarding actions since that "live for the queen/species, die for the queen/species" mentality means the drones don't particularly about death in combat save for its effects on mission success. Fighting people who aren't at all afraid to die is extremely unpleasant.

Ok, so why do people need to know more about the Romulan situation than the Sydraxians?

We can get fleet reports for both the Klingons and Romulans and figure out the relationship between the Sydraxians and Gretarians all at once

We can have our cake and eat it too
